Deputy Director, Cyber Security

Location: Birmingham, Leeds, Liverpool or London Salary: SCS Pay Band 1 (£86,000–£130,000 per annum, pro rata) Working Pattern: Full-time, Flexible Working and Job Share opportunities available

Lead Cyber Security at the Heart of UK Health Protection

UK Health Security Agency (UKHSA) is seeking an experienced and inspirational Deputy Director of Cyber Security to lead its cyber security function and help protect the critical systems, services and data that support public health.

As part of the Chief Data Officer Group Senior Leadership Team, you will work across government, NHS and security partners, including the NCSC, Government Security Group, and CPNI, to strengthen UKHSA’s cyber resilience and support its ambition to become a global leader in health security.

Reporting to the Director of Trusted Data & Technology, you will lead a multidisciplinary team of around 42 staff and managed service partners, providing strategic direction across:

  • Cyber operations
  • Risk management
  • Governance
  • Incident response
  • Security culture

Key Responsibilities

  • Lead and develop UKHSA’s cyber security capability and strategy.
  • Provide leadership to cyber security teams, managed service providers, and specialist partners.
  • Drive a strong organisational culture of cyber security awareness and accountability.
  • Ensure effective cyber incident response and organisational resilience.
  • Embed security-by-design principles across technology programmes and services.
  • Advise senior leaders on cyber risks, threats, and mitigations.
  • Develop cyber security reporting and risk metrics for executive governance.
  • Oversee budgets, contracts, and commercial arrangements.
  • Build strong partnerships across government, healthcare, and industry.

About You

We are looking for a credible and strategic cyber security leader who can operate effectively at senior executive level.

You will bring:

  • Significant experience leading cyber security functions in complex organisations.
  • A strong track record of building and developing high-performing teams.
  • Excellent stakeholder management and influencing skills.
  • Strong judgement and decision-making in fast-paced environments.
  • Knowledge of cyber governance, compliance, and regulatory frameworks, including GDPR and NIS.
  • Commercial and financial management experience, including budget and supplier oversight.
