Description

To lead financial strategy, governance and assurance, enabling delivery of SFC’s objectives while ensuring the effective and proper use of public funds.

Key Responsibilities

Key responsibilities
The current planned distribution of responsibilities between the two Deputy Directors is set out below, however this may be subject to change as SFC’s own responsibilities and structures evolve.

Deputy Director, Financial Planning and Analysis

  1. Develop SFC’s financial planning and forecasts and ensure effective implementation across the organisation, improving co-ordination and ownership across directorates, alongside monitoring and reporting so that the organisation achieves its short and long term financial objectives. Refresh our financial planning and financial monitoring of running costs to reflect the increase in responsibilities transferring from Skills Development Scotland.
  2. Develop SFC’s internal finance business partnering function, to support budget holders across SFC to understand and deliver effectively on their budget holder responsibilities, based on regular financial reporting to and engagement with budget holders. Develop SFC’s systems to support this new function, including regular and insightful reporting on SFC running costs.
  3. Ensure that the development of SFC’s digital and ICT function (which is led by the Corporate Services directorate) develops and maintains enhanced and efficient modern finance IT systems to underpin our day-to-day operations. Lead on planning, development and implementation of our future finance system, to ensure that the organisation complies with all legal and regulatory requirements in relation to finance and procurement, and meets agreed operational standards. Lead on automation of our financial modelling, financial analysis and reporting across the Finance Directorate.
  4. Develop and secure the implementation and continuous improvement of appropriate procurement policies, processes, procedures and controls to support management control and ensure SFC achieves its business objectives.
  5. Manage the liaison with the Scottish Government Lifelong, Learning & Skills team on Spending Review priorities and pressures, to influence spending allocation decisions and to ensure policy priorities and commitments are considered explicitly within decisions about the budget settlement and funding allocations for skills, tertiary education and research.
  6. Lead the secretariate of the Other Programme Funds Group and coordination of strategic and infrastructure investments, liquidity support to institutions, and other programme funds.

Deputy Director, Financial Controller

  1. Ensure the effective operation of SFC’s financial management, including budget-setting and in-year budget monitoring for programme funds and admin funds, including Other Programme Fund investments and coordination of ROSI returns.
  2. Oversee treasury management, including drawdown of funding to ensure liquidity for SFC and college and university sectors.
  3. Where necessary, oversee a complex Autumn & Spring Budget transfer regime (in excess of £100m negotiated per annum).
  4. Oversight of all payments and receipts, including essential monthly funding payments to all universities and colleges in Scotland.
  5. Oversight of payments relating to training providers and apprenticeships, including associated recoveries, financial reconciliations and financial modelling. Liaise closely with the National Training Providers directorate and Corporate Services to maintain assurance on the financial processes and controls associated with the apprenticeship management system: FIPS.
  6. Lead on the production of the annual report and accounts, including lead liaison with external audit, securing improvements as required.
  7. Develop and secure the implementation and continuous improvement of appropriate financial policies, processes, procedures and controls to support management control and ensure SFC achieves its business objectives. Develop financial risk management and financial control procedures.

Both roles

  1. In delivering your responsibilities, you will take account of the post-16 funding reform programme, which will see responsibilities transfer from SDS to SFC and ensure that financial systems and processes can support this set of new responsibilities.
  2. Provide appropriate advice and guidance to internal and external stakeholders.
  3. Regularly present on financial matters to the Executive, Finance Committee, Audit and Risk Committee, and Board. Regularly engage with senior stakeholders in the Scottish Government and universities and colleges.
  4. As a member of the Senior Management Team, provide collective leadership and direction to the organisation and its people, ensuring sustained delivery of its purpose, priorities and public value.
  5. Deputise for the Director of Finance across all areas of finance within SFC, as required.

Skills, Knowledge and Expertise

  • Professionally qualified accountant with full member of a relevant professional body or qualified by experience, with significant relevant experience covering both financial and management accounts.
  • Effective managerial experience together with evidence of leading and improving finance and procurement operations, both within the post’s direct span of control and across other teams.
  • Ability to think and act at an organisation-wide level and to plan, with excellent organisational skills.
  • A good understanding of the current Scottish policy and Government operating environment.
  • Ability to foster effective partnership working across agencies, to secure best value, efficient services and improvements.
  • Effective analytical and decision-making skills.
  • High-level oral and written communication skills, together with a proven ability to analyse, understand and respond to complex issues in an appropriate manner, demonstrating good judgement.
  • Experience of presenting effectively at Board and Executive Team level.
  • Effective interpersonal skills, including experience of representation and negotiation, represent, negotiate and persuade, build/develop and maintain work relationships with internal and external stakeholders as well as to work flexibly with colleagues in other parts of the organisation.

  • Normal full-time hours of work are 35 per week. We will consider flexible working arrangements. A flexi-time system is in operation.
