About the Job
Job Summary
The Estates & Locations Directorate is responsible for the supply, management, and maintenance of HMRC’s operational estate, ensuring it is safe, secure, and available. The Directorates’ purpose is to deliver great user experiences, support core business objectives, whilst representing value for money for taxpayers.
The Directorate is leading the delivery of HMRC’s future estates portfolio through its Locations Programme, a critical success factor for the Department’s evolving operating model and aligning with the Government’s Places for Growth agenda. With 13 new modern office facilities already delivered and 6 remaining in the programme, the estate supports 70,000 HMRC colleagues and 20,000 other government department colleagues.
The Deputy Director of Professional Services & Estates Assurance will lead a highly visible and influential SCS1 leadership role, shaping and assuring key aspects of HMRC’s estate. They will set standards for safety, compliance, and technical assurance, embedding innovation and digital enablement to assure and transform the portfolio.
The right candidate will build a high-performing professional services function, ensuring the estate remains safe, compliant, and future-ready, while driving innovation through collaborative engagement with government and industry partners.

Role Overview
You will serve as the Deputy Director of Professional Services & Estates Assurance, leading a key function within the Estates & Locations Directorate. Your responsibility will encompass ensuring the estate is safe, compliant, sustainable, and fit for purpose, directly supporting HMRC’s strategic objectives and wider Government Property ambitions.
Key Responsibilities
Leadership
- Lead a multidisciplinary team of property, engineering, sustainability, and data professionals.
- Provide visible, inclusive leadership and foster a high-performing culture.
- Ensure robust maintenance of standards governance, including Health & Safety, Fire Safety, Sustainability, and Technical/Engineering standards.

Strategic Direction
- Shape and deliver the Digital Estate Strategy, including property data, analytics, and future system integration.
- Establish innovation, efficiency, and sustainability improvements for the portfolio.
Assurance & Governance
- Act as the Line of Defence (LoD) process owner for estates, establishing assurance frameworks and governance models.
- Ensure adherence to HMRC’s Construction and Development Standards, alignment with contractual requirements, and legal/commercial consult.
- Oversee operational contract management of professional services suppliers, leading delivery across projects.
Business & Operational Alignment
- Lead elements of the Estates Business Plan, integrating with Government Property Strategy priorities.
- Establish an integrated Information Management Framework to support long-term operational capability.
- Advance Building Information Modelling (BIM) initiatives and support digital twin ambitions.
- Ensure policies, plans, and Level 2 assurance align with business-as-usual operations and statutory compliance.
Sustainability
- Lead the development and delivery of the Estates Sustainability Strategy, including Net Zero, energy strategy, and reduction plans.
Stakeholder & Industry Engagement
- Build strong relationships within HMRC, government, and external partners to support joined-up delivery and "One Government" outcomes.
Person Specification
Professional Expertise
- Strong track record leading large-scale property or estates/construction functions in a complex organisation.
Assurance & Governance
- Experience at senior level in assurance, compliance, or technical leadership, with expertise in relevant legislation (e.g., Health & Safety).
Strategic Leadership
- Proven leadership delivering high-performing, multidisciplinary teams to meet complex organisational objectives.

Complex Delivery
- Extensive experience managing multi-site portfolios or programmes in high-profile, stakeholder-driven environments.
Stakeholder Engagement
- Ability to cultivate strong relationships and senior-level influence across organisational and governmental boundaries.
Commercial & Operational Insight
- Experience managing contracts, suppliers, and budgets, delivering value for money and effective alignment with partners.
Data & Innovation
- Understanding of digital estate management, smart buildings, BIM, property data/analytics, and emerging industrial trends.
Essential Professional Requirements
- Degree (or equivalent) in a property-related field.
- Relevant professional accreditation (RICS, CIOB, CEng, CIWFM) at level 6 or higher (Chartered status or working towards would be beneficial).
Benefits
- Base Salary: £81,000
- Civil Service Pension: HMRC contributes £23,465 annually towards the Defined Benefit Pension Scheme.
