About the Role
The Estates & Locations Directorate delivers operational estate supply, management, and maintenance for HM Revenue & Customs (HMRC), ensuring it is safe, secure, available, and supplies value for money to taxpayers. The Directorate operates 70,000 HMRC colleagues and 20,000 external government colleagues across its portfolio.
This strategic SCS1 leadership role focuses on shaping and assuring HMRC’s key estates functions. The Deputy Director of Professional Services & Estates Assurance will provide leadership across Health and Safety, Assurance, Compliance, Engineering, Sustainability, Property Digital, and Data.
Job Summary
You will set standards for safety, compliance, and technical excellence, embed innovation and digital enablement, and transform HMRC’s portfolio into a future-ready estate. The successful candidate will deliver grande scale projects with excellence alongside meeting wider government Place for Growth ambitions.
Key Responsibilities
Strategic Oversight & Assurance
- Lead a multidisciplinary property, engineering, sustainability, and data team, fostering high performance and an inclusive culture.
- Define the strategic direction for estates assurance, ensuring compliance with H&S, Fire Safety, Sustainability, and Engineering standards.
- Ideally responsible for establishing incorporated assurance frameworks and governing models to embed robust defence lines.
Digital & Sustainable Estate Transformation
- Develop and implement a Digital Estate Strategy, enhancing property analytics, data integration, and system planning for future decision-making.
- Embed Building Information Modelling (BIM) and support digital twin ambitions across future operations and projects.
- Champion an integrated Information Management Framework for long-term operational capability.
- Lead the Estates Sustainability Strategy, including Net Zero ambitions, energy strategy, and operational carbon reduction plans.

Professional Services & Stakeholder Management
- Own and manage key professional services contracts, ensuring supplier performance, value for money, and contractual compliance.
- Direct the operational contract management of suppliers, align programme delivery with HMRC’s priorities, and enforce statutory compliance.
- Collaborate with legal and commercial teams to provide expert advice on construction and contractual challenges.
- Drive innovation through identifying efficiency and sustainability opportunities, developing business cases, and rolling out improvements.
Alignment with Government Objectives
- Ensure green estate operations meet government property ambitions, including value for money and alignment with wider priorities.
- Build cross-HMRC and wider government partnerships to deliver cohesive outcomes and “One Government” strategies.
Person Specification
Professional Expertise & Leadership Experience
- Strong track record of directing large-scale estates, property, or construction portfolios within a complex organisation.
- Senior assurance, compliance, or technical leadership experience with Health & Safety legislation knowledge, a firm understanding of corporate governance, and established operating frameworks.
- Strategic leadership of multidisciplinary teams that successfully deliver organisational objectives.
Operational Delivery & Contract Management
- Experience delivering multi-site programmes or portfolios in complex high-stakes environments with diverse stakeholders.
- Proficiency in contract management, supplier oversight, and securing value for money.
- Demonstrable experience in data-inspired approaches, smart building/estate systems, or emerging industry innovations.

Requirements
- Qualifications: A degree (or equivalent) in a property-related field (e.g., Architecture, Real Estate, Surveying, Engineering).
- Proessional Accreditation: Relevant level 6+ accreditation (e.g., RICS Chartered Surveyor, CEng/CIOB Engineering, CIWFM Facility Management).
- Chartered status (or working towards) is an advantage.
Benefits

Salary: £81,000 basic (including suitable pension or benefits)
HMRC contributes £23,465 to the Civil Service Defined Benefit Pension Scheme, offering a competitive total remuneration package.
