Deputy Head of Healthcare in High Security Prisons

### About the Role

Deputy Heads of Healthcare are essential to support the Heads of Healthcare in the management and leadership of complex prison sites, including 24/7 high-quality clinical and operational healthcare within HMP. The successful candidate will take day-to-day operational responsibility for the management of all clinical services within the prison under delegated authority from the Head of Healthcare.

This role requires leadership in delivering exceptional standards of care while ensuring compliance with regulatory frameworks. You may also lead the development of a particularly challenging healthcare service area.

### Key Responsibilities

  • Operational leadership: Oversee the day-to-day management of clinical services within the prison, ensuring high-quality healthcare delivery and operational effectiveness.
  • Service governance & compliance:
    • Align with service-level agreements (SLAs) and monitor performance to maintain set standards.
    • Ensure compliance with CQC regulatory standards and monitor adherence to essential quality and safety requirements.
    • Interpret and apply guidance from broader policies.
  • Stakeholder management:
    • Act as deputy to the Head of Healthcare, covering duties in their absence.
    • Attend and lead internal/external stakeholder meetings as required.
  • Clinical document management:
    • Lead on the completion and accuracy of QOF (Quality and Outcomes Framework) and HJIPs (Health Justice Intelligence Programme) data.
    • Collaborate with clinical coders, healthcare professionals and external partners/subcontractors to ensure patients’ records accurately document long-term conditions.
  • Compassionate and ethical care delivery:
    • Deliver safe, non-judgemental, compassionate care while working within stringent financial constraints.
    • Adhere to latest policies/procedures and statutory responsibilities (e.g., as of May 2022), while promoting continued excellence.
  • Workforce development:
    • SUPPORT the workforce development plan to ensure staff receive clinical supervision/appraisals.
    • Identify training and development needs, updating plans to address existing and future demands.
  • Leadership & management:
    • Provide line management to senior staff, including senior clinical nursing staff and clinical leads.
    • Offer clinical leadership to the wider multidisciplinary team.
  • Talent retention & recruitment:
    • Develop recruitment strategies, retention initiatives, and multidisciplinary staff training to support efficient clinical service delivery.
