Salary
[A] GBP 39,862 - GBP 42,839 per annum (SCP 29:32)
Contract
- Permanent, 37 hours per week
- Some occasional weekends and evening meetings (overtime paid)
About the Role
CHRGS is partnering with Stratford-upon-Avon Town Council to appoint a Deputy Chief Officer. This is a senior leadership role at the heart of a council undergoing modernisation, strengthening governance, and preparing for future growth.
As Deputy Town Clerk, your responsibilities include:
- Providing strategic and operational leadership across all council services
- Supporting the Town Clerk in managing the organisation
- Ensuring the Council remains resilient, well-governed, and future-ready
- Shaping organisational culture, improving systems and processes
- Representing the Council in Stratford’s civic and partnership landscape
This is a role for someone who can deliver clarity, confidence, and steady leadership within a small but ambitious council.
Key Responsibilities
Leadership and Management
- Guide, support and develop council staff
- Manage complex projects with a focus on improved efficiencies and governance

Governance and Compliance
- Uphold statutory and regulatory standards
- Advise on public sector legal requirements
Communication and Partnership
- Work confidently with councillors and stakeholders
- Develop strong local and strategic partnerships
Strategic Planning
- Translate high-level priorities into clear, actionable plans
- Drive continuous service improvement
Representation and Engagement
- Act as a spokesperson for the Council in civic and public forums
- Champion community aspirations and public engagement initiatives
Professional Development
- Commit to achieving CiLCA (Chartered Institute of Leadership and Management) within 24 months
Person Specification
Essential Requirements
- Proven leadership experience in local government or public-sector organisations
- Strong understanding of council governance frameworks
- Expertise in financial management and 岁umans resources in a public-facing environment
- Excellent management and communication skills (including political awareness)
- Ability to analyse complex information and develop strategic responses
- Calm, resilient disposition with the ability to handle high-pressure or sensitive situations
- Commitment to professional development and continuous skills improvement

Preferred Qualifications & Experience
- Membership of (or aspirations towards) the Chartered Local Government Executive (CLGE)
- Experience in shaping council policy or reform programmes
- Knowledge of local economic development, community engagement strategies, or corporate governance
