About This Role

This role involves supporting FBRS (Ferrovial Bridge Rail Structures) in ensuring design risk management, CDM compliance, and design assurance integration across HS2 Track infrastructure from the initial design phase up to the lease-end of individual Alliance works contracts. Reports to the Rail Systems Lead Design Manager.

The Design Assurance & CDM Lead is responsible for function within a collaborative Rail Systems Alliance, aligning design partners, principal designers, and stakeholders towards cost and schedule goals.

Key Responsibilities

Design Assurance & Alliance Coordination

  • Support design integrity and engineering governance in a cross-disciplinary and cross-organisational structure
  • Coordinate design review, design assurance, and technical stakeholder workshops
  • Achieve alignment of interfaces and risks among Alliance members and designers through collaborative decision-making
  • Develop and refine CDM compliance frameworks
  • Contribute to continuous improvement of design management procedures

Health & Safety by Design Coordination

  • Lead Safe by Design workshops and collaborative design reviews
  • Promote risk elimination and management strategies through the design lifecycle (concept to detailed design)
  • Ensure occupational health and safety hazards are systematically addressed in engineering decisions
  • Enforce CDM implementation and risk management across disciplines (pre-construction, design, and construction)
  • Identify and mitigate residual risks to benefit future duty holders (including construction personnel)

CDM Compliance & Principal Designer Support

  • Support possession of the Client representative’s CDM responsibilities by ensuring Alliance teams comply with regulations
  • Support assessment and closure of design risks, documenting residual items with necessary safeguards
  • Assist in establishing and maintaining design governance frameworks for health and safety risk management

Cross-Team Interfaces

  • Facilitate cooperation among Track Systems, contractors, and professional consultants to resolve stakeholder disputes
  • Oversee communication and transparency between control stakeholders to resolve risks, gaps, and integration issues

Occupational Hygiene & Toolbox Integrations

  • Facilitate engagement of Occupational Hygiene specialists in design review and safety planning
  • Ensure EHS practices are embedded in design, risk management, and H&S documentation preparation

Design Management & Digital Support

  • Assist with safety documentation (PCI and USD) coordination
  • Ensure alignment on compliance fulfillment for safety information at inception
  • Adopt digital tools (e.g., MS Copilot, collaboration platforms, risk registers) to improve transparency and risk tracking across teams

Requirements

Essential Qualifications

  • Proven experience in design management, design assurance, or multidisciplinary engineering coordination
  • CDM compliance/Health & Safety by Design knowledge (NEBOSH Constiuction Certificate or equivalent preferred)
  • Collaborative workspace experience working in team-based alliance models
  • Familiarity with Rail & infrastructure design principles
  • Ability to facilitate cross-discipline risks workshops
  • UK benefit in language and presence.

Desirable

  • Professional membership (e.g., CIOB, CharteredEngineer, IRR)
  • Technical degree/CIDB membership in civil engineering/wide QA/designer communities
  • Positive mindset, commitment to holistic coordination of safety, design risk, and assurance across complex contracts
