Design Manager
Job Title: Design Manager
Department: Bethell Construction Positions: 1 Location: Kearsley, Bolton
About the Role
Lead the design delivery of wastewater infrastructure technical solutions for the United Utilities AMP7 framework. Oversee technical solutions, specification compliance, and project delivery by Bethell. Collaborate with multi-discipline consultancy teams to ensure solutions align with schedule, budget, and United Utilities Asset Standards, incorporating key civil engineering techniques such as:
- Open-cut methods
- Shaft construction
- Timber headings
- No-dig techniques (directional drilling, pipe jacking)
- Sewer re-lining and general rehabilitation
- Temporary works and groundwork support.
Key Accountabilities
Ensure Bethell’s design work meets United Utilities’ standards, fulfils CDM (Construction Design and Management) duties, and aligns with project budget and programme constraints.
Key Responsibilities

Client Engagement:
- Develop strong relationships with United Utilities to understand their business objectives and scheme solution requirements

Technical & Compliance Leadership:
- Act as Principal Designer and take ownership of technical accuracy and compliance for Bethell’s delivered solutions
- Lead the creation of robust, operable, and maintainable designs adhering to United Utilities Asset Standards
- Represent Bethell in multi-discipline engagements (United Utilities engineers, third-party partners) to define project solutions
- Ensure engineering budgets and schedules are reviewed and approved for submission to United Utilities

Process & Reporting:
- Implement change control processes to authorise modifications to scope, budget, or programme
- Verify all engineering deliverables (calculations, drawings, specifications, compliance reports) against Health & Safety Legislation, Corporate Procurement policies, and industry best practices
- Coordinate with technical, operational, maintenance, and strategic stakeholders, as well as third-party coordinators
- Support Pre-Construction Manager during tender submissions for United Utilities’ Invitations to Tender
- Provide AMP7 programme progress reports on Bethell’s design outputs
- Escalate and address any design-related issues promptly

Skills Required
- Ability to lead, motivate, and manage a team of highly qualified engineers
- Minimum senior engineer-level technical expertise in civil/environmental engineering
- Excellent communication skills (written and verbal)
- Holder of Chartered Engineer status (recognised institution) with extensive post-qualification experience, including:
- Multi-functional engineering management
- 10+ years’ civil engineering industry experience, including:
- Wastewater network site experience
- Contractor design environments
- Full clean driving license (essential due to field work)

Person Specification
Qualifications & Experience
- BSc in Civil Engineering
- Minimum of 10 years civil engineering experience, including:
- Site-level involvement with wastewater networks
- Experience in contractor-based design environments
- Temporary Works evaluation certification
- Familiarity with United Utilities’ Standards, processes, and procedures
- Preferences: Prior experience in equivalent roles within a mid-sized civil engineering business
Technical & Professional Skills
- In-depth knowledge of construction industry standards
- CDM regulations (application & compliance)
- Proficiency in Microsoft Office products (Word, Excel, PowerPoint) plus email/internet usage
- Strong understanding of safe working practices
- Competence across relevant trade disciplines
- Leadership, planning, and organisational skills
- Technical verification: Ability to compare site conditions with contract drawings
- Troubleshooting & problem-solving: Use of analytical techniques to assess complex information and weigh options
