About the Role

The Design Manager (Civil Infrastructure) will lead the engineering design management of major airfield civil infrastructure projects. The role is responsible for coordinating design development from concept through construction and handover, ensuring engineering solutions meet project objectives for safety, quality, cost, schedule, and operational performance. Working closely with project leadership, engineering specialists, and construction teams, the Design Manager will manage external design consultants and internal engineering resources while leading a team of design management professionals.

Responsibilities

  • Lead the design management of major civil infrastructure packages from project inception through construction, commissioning, and handover.
  • Define and develop engineering scope and technical requirements to support project development and programme objectives.
  • Develop design briefs, engineering scopes, and technical specifications for external design consultants and design-and-build contractors where applicable.
  • Manage external design consultants and multidisciplinary engineering teams to ensure design outputs meet project requirements for quality, cost, schedule, and safety.
  • Ensure engineering solutions are aligned with applicable standards, regulatory requirements, and operational constraints within a live airport environment.
  • Drive the identification and implementation of safe, efficient, and cost-effective engineering solutions while maintaining design integrity.
  • Coordinate design interfaces across multiple engineering disciplines and project work packages.
  • Lead technical reviews and ensure that design deliverables are fully coordinated and integrated with programme requirements.
  • Oversee the management of design changes throughout the construction and project delivery lifecycle.
  • Coordinate with construction management teams to ensure design intent is maintained during construction activities.
  • Support development of asset information requirements and ensure that engineering data and documentation meet project information management standards.
  • Provide technical input into procurement processes, including evaluation of engineering consultants, contractors, and suppliers.
  • Support programme stakeholder engagement and coordination with client teams, airport operations, and regulatory bodies.
  • Ensure compliance with applicable legal, regulatory, and engineering requirements throughout the project lifecycle.
  • Promote the integration of health, safety, and environmental considerations in all design activities in accordance with Bechtel’s Zero Accident Philosophy.
  • Lead and develop the design management team, providing technical leadership, mentoring, and performance management.

  • Bachelor’s degree in Civil Engineering or a related engineering discipline.
  • Demonstrated experience leading design management on large civil infrastructure projects.
  • Strong understanding of engineering design processes, construction methodologies, and constructability considerations.
  • Experience coordinating multidisciplinary engineering teams and external design consultants.
  • Strong understanding of regulatory, technical, and safety requirements associated with major infrastructure projects.
  • Proven leadership capability managing engineering teams and coordinating complex technical interfaces.

Required Skills

  • Chartered Engineer (CEng) or equivalent professional accreditation.
  • Experience delivering major aviation or transportation infrastructure projects.
  • Experience managing engineering design within complex live operational environments.
  • Knowledge of NEC contract frameworks and engineering change management processes.
  • Experience coordinating design activities across multiple concurrent work packages.
  • Familiarity with digital engineering platforms and integrated project delivery systems.
