Development Management Team Manager – Planning Service

Salary: £51,356 to £55,539 per annum + up to 10% recruitment payment Grade: N Contract: Permanent Hours: Full Time Location: Selby, North Yorkshire

Now, we’re inviting a visionary Development Management Team Manager to lead our Planning Service and help deliver world-class planning solutions with environmental and community impact.

Responsibilities

Your role will be pivotal in shaping the future of North Yorkshire through proactive, policy-compliant planning services. Key duties include:

  • Team Leadership & Delivery

    • Lead, manage, and motivate a Development Management team, ensuring high standards of professionalism, adherence to legislation, and customer-focused service.
    • Support the Service Manager in driving transformation and cultural change, including improvement and modernisation initiatives.
  • Strategic Planning & Decision-Making

    • Oversee complex, high-value planning applications and appeal cases, ensuring consistent, high-quality decision-making.
    • Negotiate community benefits via agreements such as Section 106 obligations and Community Infrastructure Levy payments.
  • Stakeholder Management

    • Cultivate strong relationships with council Members, statutory agencies, and external stakeholders.
    • Influence and participate in Planning Committees, official inquiries, hearings, and public meetings as a key representative of the Planning Service.

  • Professional Development & Oversight
    • Mentor and develop staff, ensuring they are empowered to deliver technical excellence and informed decisions.
    • Advise on and facilitate operational and policy priorities to align with council strategy.

Requirements

Essential:

  • Expertise in Planning & Regulatory Framework – In-depth knowledge of UK planning legislation, policy, and guidance with practical application experience.
  • Leadership & Team Management – Proven ability to lead, motivate, and develop teams in a high-pressure environment, with a track record in supervisory/managing roles.
  • Complex Case Experience – Extensive experience handling major planning applications and appeals, including complex negotiations.
  • Stakeholder Engagement – Strong track record of working collaboratively with elected Members and external partners.
  • Organisational Excellence – Exceptional project management, time management, and deadline-orientated skills.
  • Professional Registration – Chartered membership of the Royal Town Planning Institute (RTPI) or equivalent body.
  • Qualifications – A relevant bachelor’s or postgraduate degree in planning or a related field.

Desirable:

  • Public Inquiry Representation – Experience navigating public inquiries as an expert witness.
  • Continuous Professional Development – Commitment to keeping abreast of emerging planning trends and best practices.
  • Technical Skills – Proficient in planning software and advanced Microsoft Office applications.
  • Community-Led Development – A passion for sustainable planning solutions and placemaking.
