About the Role
The Nottinghamshire Safeguarding Children Partnership (NSCP) is seeking an experienced Development Manager for its partnership team, who supports strategic safeguarding and independent reviews within Nottinghamshire County Council (NCC).
This opportunity is pivotal in addressing critical safeguarding challenges, including:
- Leading serious child safeguarding case reviews
- Contributing to child death reviews
- Ensuring effective implementation of Local Child Safeguarding Practice Reviews (as defined by statutory guidance)
- Driving continuous improvement across partnerships to enhance outcomes for children and young people
The Development Manager will:
- Act as a collaborative leadership champion within the safeguarding ecosystem
- Foster a strengths-based approach to complex cases
- Turn data into actionable insights for policy and practice improvement
You will work closely with health, police, NCC, and external safeguarding partners, retaining a deep focus on evidence-based, child-centred solutions.
Key Responsibilities
- Rapid Review Reports: Gather, analyse, and synthesise safeguarding-related data for reports to inform partner responses.
- Cross-Agency Collaboration: Strongly champion multi-disciplinary working, ensuring alignment at all levels.
- Legislation & Guidance: Maintain comprehensive knowledge of safeguarding laws (e.g., Care Act, Children Act, Working Together TO Guides).
- Personal Development: Use review findings to coach and guide partner agencies toward better decisions.
- Cultural Change: Embed a strengths-based ethos throughout local safeguarding processes.

Essential Requirements
- Qualifications:
- A professional qualification relevant to safeguarding (e.g., Social Work, Children’s Rights advocacy, Psychology, or Law).
- Experience:
- Minimum 5 years in safeguarding/child protection across statutory or partner agencies (NHS, police, local authorities, or non-profits).
- Strategic leadership in deadly serious case or serious case reviews.
- Robust experience writing detailed policy & procedural documentation.
- Experience working closely with NCC or police partners is preferred but not essential.
- Skills:
- Demonstrable organisational and communication skills (written and verbal).
- Extreme attention to building trust and relational credibility across diverse organisations.
- Proficiency with MS Office tools (e.g., advanced Word, PowerPoint, Excel sharing models).
Desirable Extras
- Expertise in academic child death review methodologies.
- Experience with balancing urgency and legal due process in safeguarding practice.
- Knowledge of Nottinghamshire-specific safeguarding strategies (advantageous).
