Development Manager

Development Manager — Thirteen Group

Position Overview

Thirteen Group is recruiting for a Development Manager position to join our Land and Development team. This hybrid role involves leading pre-commencement phases across development projects, driving schemes from early opportunities through to post-commencement stages.

Successfully shortlisted candidates may also consider another Development Manager opportunity in this area.

Work Arrangements

  • Mainly hybrid role (remote working with office presence at Hudson Quay, Middlesbrough)
  • Occasional need for on-site visits to assess development opportunities
  • Flexibility required based on team and business needs; increased office time when required

Thirteen Benefits Package

  • Salary: £59,083 per annum
  • Annual Leave:
    • Starts at 28 days + birthday off
    • Increases to 31 days after 3 years

  • Project Leadership:

    • Manage pre-commencement activity for land-led and developer-led projects, guiding schemes through identification, acquisition, feasibility, and planning.
  • Performance & Risk Oversight:

    • Monitor financial targets, forecasted programmes, and proactively manage risk, reporting any variances.
    • Assure governance and compliance at each stage.
  • Stakeholder Management:

    • Oversee multi-disciplinary teams (consultants and solicitors).
    • Build and maintain relationships with developers, landowners, agents, and authorities to secure high-value opportunities.
  • Contract & Negotiation Support:

    • Assist with contractor selection for land-led schemes.
    • Negotiate land contracts, development agreements, and build agreements (including JCTs).
  • Approvals & Reporting:

    • Lead the pre-commencement gateway and assurance process, ensuring robust approvals, budgets, and risk controls for entry into delivery.
    • Line-manage an Assistant Development Manager.
  • Decision-Making Documents:

    • Prepare approval information for new schemes and written reports for senior stakeholders.

About You — Experience & Qualifications

  • Pre-Commencement Expertise: Hands-on experience in land acquisition, negotiation, feasibility, and development process leadership.
  • Development Pipelines: Familiarity with planning, design, sustainability, and risk management principles.
  • Feasibility & Viability: Ability to conduct feasibility appraisals and ensure projects remain viable, deliverable, and cost-effective.
  • Relationship Building: Track record of fostering trusted partnerships with:
    • Colleagues, consultants, funders, landowners, developers, and planning authorities.
  • Communication Skills:
    • High-quality written reports and engaging presentations to convey complex information clearly.
