Development Manager / Surveyor

Location: On-site at one of our main offices (Hull, Leeds, Stockton, Nottingham, or Manchester) with some flexibility for home working. National travel required for team management, project delivery, and business development.

  • Primary locations: Hull, Leeds, Stockton, Nottingham, Manchester
  • Office-based with hybrid flexibility
  • Frequent national travel required

Hours:

  • Full-time: 37.5 hours per week (Monday–Friday, 8:30 AM–5:00 PM)
  • Part-time consideration for the right candidate

Salary: Competitive, dependent on experience Closing Date: 3 July 2026

Role Overview

We seek a Development Manager / Surveyor with at least five years of experience in property or capital-project delivery to drive new development projects in:

  • Health sector: Primary and community healthcare facilities across the Midlands and Northern England, delivered through public sector capital funding, PPPs, and commercial property frameworks.
  • Local Authority: Direct procurement opportunities for education, regeneration, and civic projects.
  • Mixed-use regeneration: Key role in Yorkshire Energy Park (200-acre mixed-use energy & technology business park in the Humber Freeport) as part of a JV Sewell co-owns.

Coworking may be required with other Sewell Group companies depending on procurement routes. Customer-facing responsibilities include maintaining client satisfaction and proactive business development.

  • Feasibility studies: Assessing project delivery and financial viability.
  • Development appraisals: Financial and non-financial assessments (funding routes, ROI).
  • Planning permission: Securing approvals—pre-application submissions, Planning Performance Agreements, through to final submissions.
  • Land/property acquisition: Negotiating and executing option agreements and purchases.
  • Disposals: Structuring lease or sales agreements with occupiers.
  • Stakeholder management: Collaborating with diverse stakeholders to ensure project objectives are met.
  • Design/pre-construction: Leading multidisciplinary teams from concept to construction completion.

Core Customer & Business Engagement

Execute the customer-facing element essential to maintaining long-term client relations and identifying new opportunities.


Requirements

Essential Qualifications & Criteria

  • Valid UK driving licence and access to transport (essential for national travel).
  • Five years proven experience in project delivery within:
    • The built environment
    • Property development/deployment
    • Related sectors (e.g., construction management, real estate)
  • Industry knowledge: Proficiency in project delivery phases, methodologies, governance frameworks, and standards.
  • Commercial awareness of property developments and financial viability.
  • Exceptional stakeholder management skills:
    • Commitment to long-term client relationships
    • Strong relationship-building aptitude
  • Technical proficiency: Full competency in:
    • Microsoft Office suite (Excellent in Outlook, Word, Excel, MS Project, PowerPoint).
  • Organisational skills: Proven ability to prioritise and deliver on multiple concurrent tasks), meet deadlines.
  • Strong decision-maker with resilience and enthusiasm for problem-solving.
  • Confidential handling: Awareness of discretion (implications of data sensitivity).
  • Dual operating style: Comfortable working independently and collaboratively in a high-pressure environment.
  • Flexibility: Willingness to adjust hours during peak demand (e.g., holidays, absences).

  • Professional qualification (or working towards one):
    • MRICS (Member, Royal Institution of Chartered Surveyors)
    • Construction-related degrees (BA/BSc)
    • Construction Diplomas (HNC/HND)
  • Industry expertise:
    • Statutory planning process familiarity.
    • PPPs (LIFT/PFI or similar PPP models) and Procure23 frameworks.
    • Public sector project engagement (skills decadal opportunities).
  • Property-specific experience:
    • Land acquisition and dispositions.
    • Development appraisal and cost structuring.
    • Public sector procurement.
  • Reporting skills:
    • Compilation of business cases, feasibility studies, and sales reports (directly aligns with company focus).
