Job Summary
The role of the Defence Fire and Rescue (DFR) is to provide a central Departmental focus for all fire matters (outside of those responsibilities held by the Defence Safety Authority (DSA)). The Chief Fire Officer DFR is accountable to the Permanent Secretary for Defence (PS), via Director Support Air Command, for supporting Defence in delivering appropriate Fire Risk Management (FRM) compliant with statutory legislation and regulatory standards.
As MOD’s formal intelligent customer, and the Department’s Senior Fire SMEs, DFR HQ is responsible for:
- Managing Defence’s exposure to fire risk at the corporate level.
- Ensuring consistent and coherent advice on mitigating business and capability risks from fire.
- Acting as the focal point for all Departmental matters relating to FRM across Defence, including Defence Operations and other synergistic activities improving FRM and safety.
As the Station Manager Fire Safety (FS), within the Strategic, Capability and Policy (SC&P) Business Unit (BU), you are directly responsible to the GM FS for:
- Facilitating engagement between Service Providers, Duty Holders, and Defence Stakeholders.
- Providing advice and guidance to enable Service Providers to develop and implement innovative and proportionate FRM provision and F&R response capabilities compliant with legislative, regulatory, and Defence requirements.
This position is advertised as 42 hours per week.

Key Responsibilities

Support the Group Manager Fire Safety in consulting and developing a methodology to define Defence’s requirements, enabling targeted and proportionate Fire Risk Management (FRM) solutions.

Review and update current MOD/DFR FRM (Prevention, Protection) strategic documents, ensuring compliance with:
- Legislative requirements.
- Regulatory standards.
- MOD requirements.

Provide advice and guidance on Health and Safety to the department, developing:
- Policies.
- Procedures.
- Guidance as required.

Investigate accidents, incidents, and near misses in tandem with:
- CFR (Chief Fire Rescue).
- Local H&S representatives (where applicable).

Contribute to the DFR Total Safety Committee (TSC), comprising representatives from each Business Unit (BU) in DFR HQ, operating under delegated authority from DFR Senior Leadership Team (SLT).

Support the revision of:
- JSP 426.
- Future Defence Fire Safety Manual, as a single authoritative Defence fire safety publication.

Support the Defence Infrastructure Organisation (DIO) TS (E&C) Team in:
- Risk assessing and identifying remediation activities for Defence premises.
- Fire safety projects.
- Supporting the newly established Defence Joint Competent Authority within DIO.
- Providing technical support for DIO:
- SLA compartmentation.
- Fire door surveys.

Assist DFR HQ lead facilitator for the 3★-endorsed Defence Fire Safety Improvement Campaign.

Provide information to support service-delivery providers in developing, implementing, and maintaining a delivery model compliant with:
- Legislative requirements.
- Regulatory requirements.
- Defence requirements.

Support reviews, monitoring, and provide technical advice on risks (risk to life/strategic capability) associated with Service Providers’ FRM provision, escalating issues where necessary through the chain of command.

Advise and guide Defence departments on:
- Life Safety policies, procedures, and guidance.
- Strategic Capability FRM measures.

Advise and support Duty Holders related to Defence’s policies and protocols for:
- Providing appropriate and proportionate FRM levels for strategic assets/capabilities.

Promote understanding and compliance and drive continuous improvement.

Review policies, protocols, and procedures to:
- Implement and maintain consistent protection across Strategic assets/capabilities from fire.

Identify opportunities to revise FRM solutions for improvements in:
- Value for money.
- Business continuity/resilience measures.

Review policies, directives, and procedures (excluding those issued by Defence Fire Safety Review) ensuring they meet Defence’s Life Safety posture, and support the technical fire safety content in:
- Joint Service Publications (e.g., JSPs 482, 317, 319).

Advise stakeholders on fire safety where positions may conflict, offering clarification on:
- Fire safety arrangements.
- Conflicts/variations in Defence policies.
Person Specification
Eligibility:
- Uniformed Defence Fire and Rescue Service Station Manager post open to:
- Current competent Station Managers.
- Current competent Watch Managers on promotion.
- Individuals demonstrating:
- Corresponding Fire Service competencies.
- Experience as a substantive Watch Manager (or higher).
- UK Fire and Rescue Service (Military Equivalent: Sgt/PO).
Licences:
- Full UK Driving Licence (must be active at point of application).
