Job Description Summary
This position is for internal members of staff only.
Role and Purpose
The postholder will develop and deliver sessions and courses, in partnership with other organizations and volunteers, to improve the digital skills of local residents, contributing to the Government’s Digital Strategy and Council strategy for delivering services online.
You will manage, lead, and recruit a team of staff and volunteers within the library service, in partnership with other organizations as appropriate, to develop, deliver, and promote digital and outreach library services including services to residents who are housebound or live in residential and sheltered homes and carers. You will promote and increase the take up of the Home Library Service through organizing activities with partner organizations, library staff, and volunteers.
You are required to work with librarians, supervisors, and other organizations to plan and deliver events and activities across the city to reduce social isolation for vulnerable groups or individuals. The postholder is responsible for training library managers, apprentices, and staff to work with and manage volunteers in the delivery of library services to the local community.
Principal Accountabilities
- To promote and safeguard the welfare of children, young people, and/or vulnerable adults
- Contribute to the Government’s digital strategy and Council strategy by establishing and delivering training sessions and courses, in conjunction with library managers and staff, volunteers, and partner organizations to increase take up and usage of digital services and library services through increased knowledge, confidence, and awareness.
- Lead and manage the Home Library Service team, responsible for the effective management of staff timetables, supervising work rotas and tasks, monitoring staff development through regular 1:1s and ARDs, managing sickness absence, and other Company policies such as Disciplinary, Grievance, etc., often taking the lead in managing these policies/procedures before escalating to more senior staff as required.
- Recruit, select, support, and develop operational staff and undertake DBS checks for staff and volunteers across the service. Take a proactive and supportive role in operating procedures and other policies to enable the staff to deliver high-quality library services.
- Train and support librarians, library supervisors, and staff to recruit, train, manage, and mentor volunteers to support library activity, which may be varied, e.g., Digital sessions, delivery of services to housebound users, people in residential homes, and to local communities in access collections, SRC, and other events.
- Support other managers at the equivalent grade in their absence, either through annual leave, sickness, or other reason, to be responsible for the effective management of staff and volunteer timetables either by delegation to appropriate staff or personally allocating staff/arranging relief staffing so that service points are fully operational. Approves holiday and lieu time requests in the absence of delegated staff. Ensures effective and efficient use of the relief staffing allocation within their area of responsibility by overseeing or by direct management of staff rotas.
- Organize and deliver events and activities in libraries and at other venues for users of the Home Library Service to enhance their health and well-being, within funding guidelines, liaising with and working in partnership with other organizations, agencies, library staff, and volunteers as appropriate, e.g., Age UK, Older People’s Partnership, etc. To apply for funding for these activities, e.g., from local Area teams, with guidance and approval of senior managers and to manage the budgets according to funding guidelines and outcomes, with guidance from senior managers.
- Organize and deliver events to encourage volunteer recruitment, working in partnership with library supervisors, librarians, other agencies, and organizations, raising awareness of library volunteering opportunities.
- Be proficient in the use of IT and have knowledge of relevant websites and resources to support members of the public to gain IT skills and knowledge for a variety of purposes, e.g., job search, access to online services, information retrieval skills, etc.
- Responsible for ensuring quality service provision through excellent customer care within your areas of responsibility, This includes, under the guidance of senior management, responding to comments and complaints, both written and verbal, from library customers regarding operational and facility issues to ensure good customer care and effective service delivery. Ensuring at all times quality standards are applied within your administrative area which are in support of the aims and objectives of the library service.
- Responsible for the collection and maintenance of records and statistics, which may be required to demonstrate library performance against funding targets set by external funding bodies and also for internal performance measures of service usage.
- Undertake relevant training and courses as required and directed to keep your skills and knowledge up to date and for personal self-development. Actively participate in working groups as required to develop projects which improve and enhance library services.
- Supervise, develop, organize, and participate in activities, workshops, and events under the general guidance of senior library management and librarians in conjunction with other agencies, e.g., AgeUK, Adult Education, Reading Agency, PCT, etc., to promote library services, reading, literacy, and learning which promote and foster the image of the library service from a local or national perspective.
- The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull Culture and Leisure, as your employer, and you as an employee of the company. In addition to the Company’s overall duties, the post holder has personal responsibility for their own health & safety and that of other employees; additional and more specific responsibilities are identified in the Company’s Corporate H&S policy.
