Digital & Technology Programme Manager - Local Government
Location: Southwest London (Hybrid – 1–2 days per week onsite)
Contract: Initial 6 months (likely extension)
Rate: £600 PD Inside IR 35
Overview:
Our local authority client is seeking an experienced Digital & Technology Programme Manager to join their Digital & Innovation team to deliver a major Alloy & IDOX implementation focussing on housing services.
While Housing is becoming an increasingly strategic area, the majority of the programme covers digital transformation across Planning, Public Protection, Public Realm, Highways, Land Charges, Parking and Corporate Services. The successful candidate will inherit several live programmes while initiating and delivering new projects from inception.

The Role:
You will be responsible for delivering a portfolio of digital programmes focused on modernising core council services through the implementation and optimisation of business-critical systems.
Current initiatives include:
- Ongoing optimisation following a major IDOX implementation
- Delivery of Alloy-related projects
- Multiple smaller digital transformation projects across council services
- Housing Allocations optimisation using Unity (Home Connections)
- Leading the technology options appraisal for systems supporting Merton's expanding new-build housing programme
- Managing new digital initiatives from business case through to successful delivery

Essential Experience:
- Proven Programme or Senior Project Management experience within Local Government
- IDOX implementation or optimisation projects
- Alloy case management platform
- Strong Digital Transformation delivery background
- Experience delivering enterprise software implementations
- Excellent stakeholder engagement at senior leadership level
- Supplier and contract management experience
- Knowledge of Local Government governance and procurement
- Experience managing multiple workstreams simultaneously
