Job Summary
The role of the Defence Fire and Rescue (DFR) is to provide a central Departmental focus for all fire matters (outside of those responsibilities held by the Defence Safety Authority (DSA)). The Chief Fire Officer DFR is accountable to the Permanent Secretary for Defence (PS), via Air Command and Director Support, for supporting Defence in its delivery of appropriate fire risk management that complies with statutory legislation and regulatory standards. As MoD’s formal intelligent customer, and the Department’s Senior Fire SMEs, DFR HQ is responsible for managing Defence’s exposure to fire risk at the corporate level, ensuring that consistent and coherent advice on mitigating the business and capability risks posed by fire is available across the Department. DFR HQ is the focal point for all Departmental matters relating to Fire Risk Management (FRM) across the Defence, including on Deployed Operations, and other synergistic activities which improve FRM and safety.
Whilst sitting within DFR’s organisational structure, the Group Manager Deputy Senior Fire Safety Manager (DIO) is embedded within MOD’s Defence Infrastructure Organisation (DIO) and is responsible to the Area Manager Senior Fire Safety Manager, Fire Safety Audit & Assurance DIO for all fire safety matters as they relate to infrastructure, including the timely delivery of DIO Fire Safety Standards and advice within the MOD.
This position is advertised at 42 hours per week.
Job Description
Key responsibilities of the role include:
- Assisting The Senior Fire Safety Manager (SFSM) With Programming And Management Of The Delivery Of The DIO 2nd Party Audit & Assurance (A&A) Processes For The Following FRM Provision:
- Activities delivered by Maintenance Management Organisations (MMO) and 'Project Aquatrine Service Providers.
- Activities delivered by Project teams and organisations relevant to Defence Infrastructure Fire Standards (DIFS).
- Activities delivered by organisations which directly affect DIO personnel and/or Defence strategic assets.
- Programming and managing the delivery of the DIO 2nd Party Assurance FRM activities delivered by the MMO Service Provider in UK and Overseas locations.
- Supporting the SFSM within the Business Unit in responding to information requests in support of 3rd Party A&A regimes relating to FRM within Defence.
- Staffing A&A outcomes which identify risk to life and/or risk to strategic capability as a matter of priority.
- Managing the DIO A&A management information system. This includes the interrogation of data and identification of trends and opportunities for improving FRM within Defence.
- Undertaking A&A activities, including the production of reports and provision of advice to customers and service providers in support of achieving and complying with audit recommendations.
- Providing support, advice and guidance regarding the DIO A&A policies, processes and procedures to internal and external stakeholders.
- Acting as a focal point within DIO for the provision of fire safety information/advice as it relates to infrastructure.
- Assisting SFSM and Principal Building Surveyor with evaluations of innovative designs, engineered solutions and proposals using British Standard 9999.
- Assisting SFSM and Principal Building Surveyor with Determination regarding DIFS and Building Standards.
- Assisting SFSM with the management and co-ordination of regional activities to include all overseas commitments.
- Horizon scanning for changes to Legislation, Policy and Guidance relevant to Fire Safety.
- Assisting SFSM with advice regarding close out of fire related incident and near miss reporting.
- Assisting SFSM in providing advice & comment to DIO regarding Fire Safety Legislation, Policy & Guidance as it relates to infrastructure.

Person specification
Eligibility
This is a uniformed Defence Fire and Rescue Service Group Manager post available to current competent Group Managers, current competent Station Managers on promotion, or an individual who can demonstrate the correct Fire Service competencies, experience and evidence of operating as a substantive Station Manager (or higher) in a UK Fire and Rescue Service (Military Equivalent – Flt Sgt/CPO/WO).
Essential:
- Hold a Full UK driving licence.
- Level 4 Certificate in Fire Safety
In Addition, Applicants Should Note That, If Not Already Completed, The Following Will Be Required To Be Undertaken Following Appointment To The Post:
- Lead Auditor Course.
- Level 4 Diploma in Fire Safety.
- Level 5 Diploma in Fire Engineering Design Technician.
- Application for DV level Security Clearance.
Licences
- Full UK Driving Licence (must be held at point of application and be in date)
Qualifications
- Level 4 Certificate in Fire Safety.
Evidence of qualification/Licence/Membership will be required at interview.
All qualifications/licences/memberships declared must be held at point of application and if applicable be in date. Equivalent Qualifications will not be accepted.
