From advancing net carbon zero accommodation to maintaining runways for the F 35 fleet, our work is unique across the UK and internationally.
The Southeast Region and Private Finance Initiatives (SERP) area is a major delivery arm within DIO, responsible for providing comprehensive Hard and Soft Facilities Management (FM) services, alongside managing significant construction and infrastructure programmes. Our outputs span the entire UK, with a strong focus across the Southeast of England.
We have a vacancy for a Facilities Manager at Army HQ in Andover. The Facilities Manager plays a significant role in delivering services to our customers on a day-to-day basis, focusing on the management of all services provided across buildings, accommodation, and workplaces. This includes leading operational oversight, delivered either directly or through a third-party supplier partner.
A key responsibility of the role is to reduce asset downtime by providing proactive asset management advice to customers—ensuring assets fail less often, and when they do, they are fixed quickly and in line with the Accepted Level of Performance (ALP).
The successful candidate will report to the Senior Facilities Manager (SFM) and will be responsible for Stakeholder Engagement, Performance and Risk Management, Assurance, Programme Delivery, and Issue Resolution.
Regional Delivery is a large, complex, and geographically dispersed organisation within DIO, covering approximately 58,000 assets across more than 500 sites and 275,000 hectares of freehold and leasehold estate in the UK, along with a further 580,000 hectares overseas. We manage multiple multi-million-pound contracts and deliver Hard and Soft Facilities Management services, including building, maintaining, and servicing the majority of the MOD’s built estate, Training Estate, tenanted estate, and the USVF built estate.
This position is advertised at 37 hours per week.
Job Description
Key Responsibilities Include
- Acting as a key customer interface and FM subject matter expert across site(s).
- Proactively address challenges in a timely manner and raise as appropriate, engaging others as necessary.
- Facilitate the explanation of complex or technical issues in a way that the customer can understand. Listen and understand the needs of Customer groups, balancing these within contract deliverables.
- Providing an active presence on site(s) to develop and maintain effective relationships with customers, suppliers and site users.
- Conduct the Weekly Site meetings and all other governance meetings, ensuring a high level of interaction and support, in accordance with DIO Standard Operating procedures (SOPs) and How to Guides (H2Gs).
- Be the key contact for issues raised and facilitate resolutions for operational/service delivery issues, using available data to inform decision making.
- Review and update all site risks monthly, ensuring they are documented on the SPRITe Risk Register and have mitigation plans in place.
- Ensure assurance activities are being undertaken to ensure contracted services are delivered to the KPIs.
- Monitor that all services meet policies and procedures, assets are safe and legal or have robust mitigations in place, raising issues as appropriate.
- Be the FM interface for projects being delivered on site(s).
- Plan and deliver maintenance and minor/billable works programmes.
- Work closely with all partners to resolve programme issues, agree required rectification plans, reporting progress and escalating as appropriate.
- Support the development of future works plans and programming.
- Undertake any other tasks reasonably expected of the role to support Defence and wider government objectives.

Person Specification
Essential Experience
- Facilities management or property-related commercial experience.
- Experience in customer relationship management and stakeholder engagement.
- Experience managing local suppliers, including performance oversight and issue escalation.
Desirable Experience
- Ability to work with digital tools and data systems.
- Knowledge of statutory building processes, regulations, and compliance requirements.

Salary and Benefits

The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
