Kendrew Barracks will be the base for the role, however it will have split responsibility between Prince William of Gloucester Barracks and Garats Hay Barracks (stations)

Job Summary

Job Description

Regional Delivery is a large, complex, and geographically dispersed operation within the DIO covering circa 58,000 assets, across over 500 sites and 275,000 Ha of freehold and leasehold estate in the UK and a further 580,000 Ha overseas; with a multitude of £multi-million contracts to manage. We deliver soft and hard facilities management services including building, maintaining, and servicing many MOD built assets in the UK and overseas and managing the MODs training estate tenanted estate and USVF Built estate.

The DIO Facilities Manager (FM) is responsible for Hard and Soft FM delivery within their delegated area of responsibility, defined within a Service Delivery Area (SDA 12), providing advice and direction when needed. The FM has delegated responsibilities for assuring a safe and compliant estate for the Head of Establishment (HoE), Stakeholder Engagement, Performance Management, Contract Assurance, Programme Delivery and Issue Resolution across their site/s reporting to the Senior Facilities Manager (SFM).

FMs provide support to the focal point role for any DIO wide queries establishments may have, such as Major Projects, Land Management and Utilities and have a duty to ensure that infrastructure related risks and issues on the site are raised to the Head of Establishment and escalated to the SFM as appropriate. The FM will actively chair the Weekly Meetings and support the SFMs stakeholder engagement role in the monthly Site Infrastructure Management Meeting.

There may be occasional travel to other MOD sites. MOD transport or travel allowances may be provided when traveling to sites outside of your area of responsibility.

Role is to initially cover 2 establishments but will lead to single responsibility for Garats Hay Barracks.

Person specification

The successful candidate will report to the Senior Facilities Manager (SFM) and be responsible for Stakeholder Engagement, Performance and Risk Management, Assurance, Programme Delivery and Issue Resolution.

Responsibilities include but are not limited to:

Be the key contact for issues raised and facilitate resolutions for operational/service delivery issues, using available data to inform decision making. Assure service delivery of all maintenance and response works in accordance with statutory legislation and Mandatory requirements, complying with all Health and Safety and Environmental standards and policies. Assure the delivery of services offered by the Soft Facilities Industry Partner, including cleaning, catering services and all enabling contracts. Where statutory and mandatory compliance of assets is not possible, provide advice and provide support for the management and mitigation of risk to Heads of Establishment. Manage production and regularly review appropriate work plans in accordance with local budgets to achieve programmes and financial commitments, whilst meeting changing operational needs. Confer with local client representatives to agree scope and priorities of work, agree outline plans and review management and tasks on a regular basis. Collate information and prepare reports for mandated weekly and monthly establishment meetings Carry out proactive Contract Management to ensure goods and services are delivered within the agreed contractual arrangements and KPI’s. Pro-actively manage all works by driving excellence through clear and effective direction, delegation and sound decision making Support the delivery of in year programmes of work including technical, financial and commercial / value for money checks in line with contractual requirements. Manage, monitor and review contractual outputs and Health & Safety Issues. Carry out the appropriate level of risk management in accordance with the DIO Risk Management Policy. Strive to maintain strong and collaborative relationships to provide the continued level of support required to sustain the complex relationships need to deliver the diversity of programmes required for Defence Undertake assurance activities for contract management, catering, retail, leisure, waste and grounds maintenance with retrospective checks on completed works. Manage requests for contract amendments for all core and enabling services. Support a culture of continuous improvement

Desirable Qualifications/ Memberships

Membership - Membership of a relevant professional body e.g. IWFM, GPP or equivalent (desirable but not essential) Qualification - A recognised qualification in Facilities Management at a minimum of Level 4 or willingness to work towards IWFM qualification (desirable but not essential)

A full UK driving licence is essential for the role due to the travel involved to designated sites. Many sites are not accessible via public transport.
