Job Summary
Defence Infrastructure Organisation (DIO), Major Programmes & Projects (MPP) - Cyber & Specialist Operations Command (CSOC) is offering a unique opportunity to work in a high tempo environment. The Senior Project Manager will be responsible to the Assistant Head Major Programmes and Projects (MPP) CSOC Overseas for all Capital Works site based activities carried out in Cyprus.
This is a 3 Year posting with the possibility to extend. It is located in Cyprus and travel will be required on island to perform the duties expected, as well as travel to and from Cyprus to the UK.
Major Programmes and Projects (MPP) is currently undergoing a transformation process to enhance its P3M capability across the business. It is a new and challenging concept with many opportunities for personal development and training in all areas of P3M.
This position is advertised at 37 hours per week.
This is an established MOD post within Cyprus, and any Cypriot nationals (including dual nationals) will not be eligible to apply as a UKBC (UK British Civil Servant).
Job Description
An exciting opportunity has arisen within MPP - CSOC.
In this role you will be accountable and responsible for delivering sophisticated capital infrastructure delivery, with utmost focus on performance, cost and time and proactively managing our supply chain to perform, ensuring delivery of both life cycle replacement or improvement outcomes. The position will operate within the Major Programmes and Projects (MPP) Cyber & Specialist Operations Command (CSOC) facing team.
Whilst this position currently requires Security Clearance, there may be a requirement to obtain Developed Vetting at some point in the future, depending on the sensitivity of evolving projects.
In your day-to-day role you will find yourself undertaking the following:
- Lead the team to deliver the agreed project outcomes.
- Supervise delivery of benefits against the business case and ensure appropriate approvals and assurance plans are in place.
- Identify and set appropriate project controls, tracking and reporting delivery against milestones and budgets.
- Schedule and run project resources.
- Manage project partners and connect with them at all levels.
- Identify and supervise project risks and issues and ensure effective change management processes exist.
- Provide key reports and support effective governance and decision making and control of projects and their place in a programme and Portfolio.

Person specification
Candidates should demonstrate evidence of the following essential criteria within their CV/Personal statement:
- Candidates must have proven project management experience within a construction industry, of delivering major programmes and projects to a high standard.
- Must be a good communicator with experience of successfully managing stakeholders in a complex regulated environment.
This is an established MoD post within Cyprus and any Cypriot National will not be eligible to apply as a UKBC.

- Project Management qualification - APMP/APM(PMQ)/Prince2.
- Membership of a professional body institution (e.g. RIBA, RICS, ICE, CIBSE, IMechE, CIOB or equivalent) or working towards attaining Membership of a professional body institution in the next 12 months.
- A recognised construction qualification (NVQ Level 5, HNC/HND or higher in a Construction, Infrastructure or engineering related discipline
Desirable - P3M06 Contract management - Delivery/experience of NEC3/4 contract delivery as a Project Manager(ECC)/ Service Manager (TSC) and/or NEC4 accreditation.

Salary and Benefits
