Shape the future of assurance, compliance and safety in a newly formed housing association.

Chime Housing is seeking an exceptional Director of Assurance & Compliance to join its senior leadership team at a pivotal moment in the organisation's development.

Created through the merger of Thrive Homes and Watford Community Housing, Chime Housing now manages over 13,500 homes across Hertfordshire and the surrounding areas. With a strong social purpose and a commitment to resident involvement through its Community Gateway model, Chime is focused on delivering safe, high-quality homes and services while building a modern, customer-focused organisation for the future.

As the organisation continues to strengthen its governance, risk and compliance arrangements, this newly shaped leadership role will play a critical part in ensuring Chime maintains the highest standards of safety, regulatory compliance, and organisational assurance.

The Opportunity

Reporting to the Executive Director of Asset & Compliance, the Director of Assurance & Compliance will provide strategic leadership across building safety, statutory compliance, corporate health and safety, risk management and insurance.

Working across the organisation and with key external stakeholders, you will ensure robust assurance frameworks are embedded throughout the business, providing confidence to the Executive Team, Board, and Committees that regulatory obligations are met and risks are effectively managed.

This is a unique opportunity to influence the development of a newly merged organisation, helping to establish a best-in-class approach to assurance while driving a culture of accountability, transparency, and continuous improvement.

Key Responsibilities

You will:

  • Lead the development of a future-focused assurance, compliance and risk framework that reflects the ambitions of the new organisation.
  • Provide strategic leadership on matters relating to building safety, compliance, health and safety, risk and insurance.
  • Support the successful integration of systems, processes and cultures following the merger.
  • Deliver clear and robust assurance to the Executive Team, Board, and Committees.
  • Act as the organisation's lead on statutory and regulatory compliance requirements, including Building Safety and Fire Safety legislation.
  • Drive a proactive, intelligence-led approach to risk management, compliance monitoring and performance reporting.
  • Strengthen governance arrangements and ensure effective oversight of emerging risks and compliance challenges.
  • Lead the organisation’s insurance and risk transfer strategy.
  • Ensure effective management of corporate health and safety, promoting a strong safety culture across the organisation.
  • Build and develop high-performing teams while fostering a collaborative and inclusive working environment.
  • Represent Chime Housing with regulators, partners, and sector stakeholders, championing excellence in safety, compliance and assurance.

About You

We are looking for an experienced and credible leader who combines technical expertise with strategic vision. You will bring:

  • Significant senior-level experience within compliance, assurance, building safety, risk management or a related discipline.
  • Experience operating within social housing or another highly regulated, asset-intensive environment.
  • A proven track record of providing assurance to Boards, Committees and regulatory bodies.
  • Strong knowledge of building safety legislation, Fire Safety requirements, and health and safety frameworks.
  • Experience leading organisational change, improvement programmes and complex stakeholder relationships.
  • The ability to balance risk, customer outcomes, financial considerations, and long-term organisational objectives.
  • Strong analytical and reporting skills, with the ability to use data and insight to drive performance.
  • Outstanding leadership, communication, and influencing capabilities.

A relevant professional qualification such as RICS, CIOB, IOSH or equivalent is desirable.
