Law Enforcement & Emergency Services Business Development Director
Location: Farnborough, with travel as required to customer and industry partner premises
Working pattern: Hybrid, 3 days per week in the office, as required
Remuneration: Competitive base salary, plus generous Sales Commission

The Role
Parico is seeking an accomplished and strategic Law Enforcement & Emergency Services Business Development Director to drive the further growth and success of Parico. This role is pivotal in shaping the future of our business, focusing on the development of robust customer relationships, identifying new opportunities, and delivering against ambitious order intake targets. As a key figure in the Senior Leadership Team, you will play an integral role in advancing our position as a trusted technology partner to Public Sector clients across the United Kingdom.
In this role, you will be responsible for leading the end-to-end business development lifecycle, from identifying and qualifying opportunities to shaping innovative solutions and securing contracts. You will act as a trusted advisor to our customers, using your deep understanding and relationships across the Central Government Public Sector landscape to offer creative and effective solutions. Working closely with cross-functional teams within Parico, you will ensure our offerings align with customer needs while enhancing Parico’s competitive edge.
Responsibilities include:
- Establishing and maintaining a credible pipeline to achieve in-year order commitments, while building a foundation for future growth and delivering on strategic long-term projects and programmes.
- Utilising an established network of law enforcement, emergency services, customer, stakeholder and industry relationships, whilst developing new strategic connections, to identify opportunities, secure sales targets and contribute to growth objectives outlined in the business plan.
- Taking ownership to lead and shape opportunities during the early stages of qualification, guiding them through the business development process within Parico through to contract award as needed.
- Ensuring opportunities and our solutions are developed to maximise our customer’s outcomes while optimising our competitive and market positions, and that our Intellectual Property is suitably protected and/or utilised.
- Accurately forecasting and managing opportunities using Customer Relationship Management (CRM) tools, ensuring visibility of future prospects.

Essential criteria:
- Proven ability to generate new and follow-on business through an established network of customer and industry relationships, consistently building a reliable pipeline with strong conversion rates.
- Relevant experience of winning business across UK law enforcement, policing, emergency services, public safety or national security organisations, supported by a well-established network of customer, partner and industry relationships.
- A creative and broad-minded approach to the industry, identifying longer-term opportunities that align with Parico’s strategic growth opportunities and offer wider benefit to our key Products and Research and Development capabilities.
- Demonstrable ability to establish, maintain and leverage trusted relationships across senior stakeholders within law enforcement, emergency services, public safety organisations, industry partners and internal teams to create and convert business opportunities.
- Operates with a customer-focused mindset, with the ability to listen, understand needs, and challenge customer thinking constructively, offering innovative and differentiated solutions that deliver added value.
- Effective at managing and leveraging relationships and priorities, with strong communication and interpersonal skill.
- Strategic decision-making that considers broader commercial factors to optimise growth and profitability over the medium and long term of Parico’s business.
- Prospers under pressure and has the capacity to manage tight deadlines without compromising the quality of work.
- Understands the dynamics of a diverse team and knows how to effectively collaborate to achieve common goals.
- Adapts their approach to communicate clearly, credibly and positively when engaging different stakeholders, focusing on understanding and earning trust.
- Maintains a positive and ‘can do’ approach in difficult situations and over a long period; delivers difficult messages constructively when required.
Our Ideal Candidate:
- Extensive experience in Business Development within law enforcement, policing, emergency services, public safety, national security or closely related public sector environments, with a proven ability to drive sales growth, influence senior stakeholders and develop strategic partnerships.
- Brings an established and active network of senior leaders, decision-makers, influencers and industry partners across UK law enforcement, policing, emergency services and the wider public safety community, underpinned by a strong reputation for trust, credibility and delivery.
- Able to demonstrate an existing network of relationships across UK police forces, the National Crime Agency, Counter Terrorism Policing, Fire and Rescue Services, Ambulance Trusts, emergency services organisations and relevant system integrators that can be leveraged to identify, shape and convert new business opportunities.
- Excellent written and verbal communication skills.
- Ability to hold a minimum of UK Security Clearance (SC).
- Hold a UK Driving Licence and have a willingness to travel to client sites.
