Job Description

The Role

The Director of Transformation will lead the Ministry of Justice’s approach to designing, prioritising, and delivering transformation across the department and its agencies. The role will provide strategic leadership across a complex portfolio of change, strengthening service ownership, improving delivery confidence, and ensuring transformation activity delivers measurable benefits for users, staff, and taxpayers.

  • The Director will set the strategic direction for transformation across MoJ and its agencies, aligned to departmental priorities and ministerial objectives.
  • Lead, govern, and assure delivery of a coherent transformation programme and portfolio, ensuring MoJ achieves successful transformation across service operations and corporate HQ.
  • Modernise ways of working by setting standards for strengthened service ownership, product ways of working, transformation capability, and multidisciplinary teams across policy, operations, digital, data, and other functions.
  • Build and maintain trusted relationships with senior policy, operational, and functional leaders across MoJ and its agencies while providing challenge and advice on transformation programmes.
  • Collaborate with wider government stakeholders (Cabinet Office, DSIT) to align MoJ’s transformation with central government priorities, finding opportunities to accelerate MoJ's initiatives through funding and sponsorship.
  • Ensure tangible outcomes from transformation, including measurable benefits, improved outcomes, and value for money, for users, frontline staff, and taxpayers.

Key Responsibilities

Reporting to the Deputy Governor of Justice Services and Transformation, you will be accountable for the following:

  • Strategic Leadership

    • Define and implement a cohesive transformation strategy, ensuring alignment with departmental objectives and external government frameworks.
  • Portfolio Governance & Delivery

    • Oversee a portfolio of programme and project delivery, ensuring consistent methods, metrics, and governance.
    • Acquire and allocate central funding and resources as required to accelerate change priorities.
  • Modernisation & Capabilities

    • Establish and enforce clear ownership models across MoJ, reinforcing a product-led approach.
    • Develop and maintain high-performing transformation capability, embedding tech-driven change, including AI and data-enabled transformation, within the organisation.
  • Stakeholder Management

    • Partner with ministers, Boards, and employee network representatives to seek unwavering support for transformation.
    • Engage with cross-government, court, prisons, probation, and policy stakeholders to promote MoJ’s transformation priorities.
  • Operational Performance & Efficiency

    • Drive measurable operational improvement, offering customer experience, efficiency, and value-for-money outcomes.
    • Utilise digital tools and technology improvements to streamline business processes.
  • Alignment & Advice

    • Guide and offer across-MoJ leadership on how to effectively embed and deliver change at scale.
    • Collaborate with Cabinet Office and DSIT to integrate into the central government transformation effort.
  • Deliver Against Outputs

    • Provide overall assurance that transformation activities deliver long-term value and sustainability.

Compensation & Benefits

  • Base Salary: £105,000
  • Civil Service Pension Contribution: £30,418 towards your membership (employer contribution: 28.97%).
