Role summary
Build and run the operating engine of CSL's PPP (Public-Private Partnerships) Centre of Excellence — the governance, methodologies, data, systems and internal network that let CSL evaluate, decide on, and execute government partnership opportunities at speed and as a lean organisation. Partner with the Director, PPP Engagements (Business Development), who leads external government engagement and deal origination, by owning the internal capabilities, processes and infrastructure that make those engagements rigorous, repeatable and well-governed.
A. Methodology, Tools & Decision Frameworks
- Own and continuously improve the toolkit for evaluating government partnership opportunities — standardized business case templates, decision-making criteria - ensuring comparable analysis across markets and service options.
- Liaise with FBP to ensure that eNPV, P&L and LRP models are synchronized with latest assumptions and information.
- Maintain the PPP Stage Gate methodology, qualification criteria and approval governance, including decision rights at each gate.
- Identify and build new tools and capabilities that increase the CoE's efficiency, resilience and sustainability.
B. Governance & Decision Forums
- Run the operating rhythm of PPP governance: prepare and orchestrate the PPP Taskforce and other Committees (agendas, pre-reads, reusable decks, decisions and action tracking).
- Align the PPP calendar and inputs with enterprise cycles — Strategic Plan, LRP, Market Demand & Capacity Planning — so PPP commitments flow into company forecasts and supply planning, in coordination with Operations.
- Propose evolution of governance or format for connecting with internal stakeholders (Taskforce, leadership, cross-functional alignment).
- Pro-actively identify needs for stakeholder engagement and support organization of these engagements.

C. Pipeline & Portfolio Management
- Maintain a dynamic, qualified opportunity pipeline in close collaboration with the Director, PPP Engagements, enabling a proactive, focused approach to growth.
- Define and operationalize the handoff from opportunity to execution — operational plan, resourcing, timelines, critical milestones, KPIs — with the Engagements Lead and Operations and local market representatives.
D. Data, Systems & Reporting
- Ensure PPP data is captured and maintained in enterprise systems (GTMS, Rapid Response, I360) and in fit-for-purpose databases where no system exists.
- Design and run dashboards together with I&A partners for tracking PPP metrics, pipeline health and existing PPP deals performance for leadership and the PPP Taskforce.
E. Knowledge & Intelligence
- Build and curate a single internal repository for PPP documents, templates, business cases and insights for "One Source of Truth" concept enablement.
- Collaborate closely with the Competitive Intelligence team to maintain competitive and market intelligence (competitor deal structures, pricing, timing) and feed it into decisions and methodology.
- Run a lessons-learned loop on won/lost opportunities to sharpen the framework.
F. Internal Network, Enablement & Advocacy
- Map internal and external stakeholders (roles, RACI, engagement plans) and events (e.g., congresses) supporting PPP commercial development. Establish a yearly plan for external engagements for the PPP CoE team in close collaboration with the Director, PPP Engagements.
- Cultivate the cross-functional network — Commercial, Strategy, Finance, Legal/E&C, PAGA, Operations, Plasma/Supply Chain etc.
- Build internal awareness of CSL's PPP service-offering positioning, and equip local market teams with playbooks and enablement to engage opportunities consistently.

Position Qualifications and Experience Requirements
- Senior Professional with solid experience in setting up and managing Commercial Operations.
- Strong Project Management acumen with proven experience in leading, managing and delivering projects.
- Strong interpersonal relationship skills to create rapport with a large breadth of internal functions.
- Can influence without authority up to leadership levels.
- High standing resource with deep knowledge of the CSL organization (people and processes).
- University Degree in Science, Business Administration or a related field (advanced degree and/or a certification in project management is considered a plus).
- 10+ years of progressive experience in the international biotechnology/pharmaceutical industry with a focus on commercial operations and/or leading cross-functional projects in a matrixed, global environment (direct leadership experience is considered a plus).
Location
Flexible within EU time zones. Hybrid role requiring onsite presence three days per week.
