Director – TAD (Technology Application Development) Risk Standard Owner
Purpose of the Role
Technology Application Development (TAD) defines the minimum requirements, controls, and governance expectations ensuring technology solutions are designed, built, tested, approved, and safely released into production. The standard plays a critical role in managing technology risk while enabling Barclays to deliver change efficiently and at scale.
We are seeking an experienced technology professional to lead the evolution of this risk standard and help shape the future of software development, governance, and engineering excellence across Barclays.
Accountabilities
Maintain the following key responsibilities:

Own and evolve the TAD Risk Standard Ensure it remains fit-for-purpose, reflects industry best practice, regulatory, and 2nd/3rd Line of Defence requirements, supporting safe, efficient, and scalable delivery across the software development lifecycle (SDLC).

Governance and Oversight Provide end-to-end oversight across the SDLC and release management activities, ensuring appropriate controls are embedded and effective. Focus on technology risk (operational, security, architecture, resilience, compliance, and delivery) while keeping standards practical for engineering teams.

Remediation and Improvements Lead assessment and remediation of issues from audits, risk reviews, control assessments, incidents, or operational events. Identify root causes, link findings to standardized controls, and drive sustainable improvements.

Cross-Team Collaboration Partner with engineering, architecture, cybersecurity, cloud, infrastructure, resilience, and risk teams to ensure the TAD Standard aligns with Barclays’ overall control framework and supports consistent technology governance.

Data-Driven Metrics Use data and performance metrics to monitor Standard adoption and effectiveness, streamline processes, reduce delivery friction, and drive technology improvements organisation-wide.

Champion Continuous Improvement Promote operational excellence, release quality, production stability, and control effectiveness through close collaboration with business teams and ensuring their adherence to controls.

Person Specification
We seek a professional with:
- Proven leadership in owning and continuously evolving risk control standards over multiple years, aligning them with regulatory demands and innovation.
- In-depth knowledge of technology risk, resilience, governance, and regulatory compliance in complex environments.
- Expertise in risk remediation, particularly addressing audit findings and control weaknesses, with a root-cause focus and emphasis on sustainable process improvements.
- Relationship-building between engineers, architects, risk professionals, and executives, translating technical challenges into inspiring business outcomes.
- Passion for simplification, automation, and AI to modernise governance frameworks while enhancing engineering practices.
- Modern software development mastery, hands-on experience managing development methodologies, release cycles, and production support.
