Divisional Finance Manager: Planning & Central Services
We are seeking an experienced and strategic finance professional to join NHS Highland as Divisional Finance Manager: Planning & Central Services. This is a senior leadership role with system-wide impact, supporting financial sustainability and service transformation within a large and complex organisation.
About the Role
You will:
- Lead the 3-year financial planning process, identifying and monitoring cost pressures, funding, and savings targets
- Oversee financial management of a portfolio worth approximately £250m, including:
- Budget setting
- Forecasting
- Monitoring
- Reporting
- Provide expert financial advice to senior leaders, clinicians, and budget holders
- Lead and develop a finance team of approximately 20 staff
The role supports NHS Highland’s Board initiatives to transition back to financial balance and ensures long-term financial stability in the public health sector.
Responsibilities
Key Duties:
- Lead strategic financial planning in alignment with NHS Scotland’s operational priorities
- Translate complex financial data into actionable insights for non-finance stakeholders
- Advise on financial efficiency, risk management, and funding strategies
- Support service alignment, transformation, and cost restraint measures
- Uphold regulatory compliance and governance requirements

Requirements
Essential Skills & Experience:
- CCAB or CIMA qualification as a chartered accountant
- Significant senior-level experience in financial management, planning, and strategic decision-making
- Proven ability to lead a finance team of 20+ professionals
- High-level stakeholder engagement and communication skills, particularly with clinical and non-finance directors
- Energy and enthusiasm for healthcare financial frameworks, including NHS Scotland’s structures
Desirable:
- NHS or public sector experience, ideally in a financial leadership capacity
- Healthcare cost modelling and strategic expenditure forecasting expertise
- Multimedia presentation skills for financial reporting
