Economic Policy & Partnerships Manager
Shape local economic policy and build lasting partnerships to deliver real opportunities for our community.
You will guide our economic policy and local partnerships to build an inclusive economy. We're all in to connect residents with sustainable skills and employment opportunities.
Working Style
You will be based in the borough for three days a week, playing a key role in supporting the local economy. Whether you're collaborating in the office or engaged in the community, your work will deliver meaningful change and ensure high-quality outcomes for local people.
What You’ll Be Doing
In this role, you’ll balance strategic development, policy creation, and team management. Your core responsibilities include:
- Providing leadership, structure, and direction to a developing team, fostering their skills and ensuring measurable impacts on local residents.
- Overseeing employment, skills, and business engagement initiatives across the borough to create tangible opportunities.
- Leading critical projects, such as:
- Scoping a new business support offer
- Refreshing the local economy strategy
- Strengthening collaboration with the adult learning team
- Expanding work experience opportunities
- Developing Intermediate Labour Market provisions
- Navigating a complex stakeholder landscape while balancing competing priorities, with continuous emphasis on inclusive growth and fairness.
- Strengthening data-driven, joint approaches to economic policy by collaborating with Council colleagues and external partners.

What You’ll Bring
- Substantial experience in economic development, employment, skills, or place-based partnership work.
- A proven ability to translate complex economic strategies into practical delivery and measurable outcomes.
- Strong relationships built with businesses, employment providers, and voluntary organisations.
- An integrity-driven approach, always putting the community first in decision-making.
- Expertise in policy and strategy formation; confident use of data/insights to inform evidence-based decisions.
- Inclusive, supportive leadership with coaching and motivational skills to develop teams.
- Robust programme management and contract commissioning skills, alongside performance tracking and continuous improvement.
- Strong influencing and navigating abilities in politically sensitive environments.
