About Voyage Youth

Voyage Youth is an award-winning youth-led charity with a 26-year track record of supporting disadvantaged global majority young people through leadership development, social justice programmes, accredited learning, and pathways into employment. Over the past decade Voyage has developed a distinctive leadership framework centred on helping young people understand their role as contributors to safer, more sustainable, and more inclusive communities.

Through the successful development of the Young Leaders for Safer Cities and Young Leaders for Sustainable Cities qualifications, Voyage has demonstrated its ability to create accredited learning experiences that combine leadership, civic participation, industry engagement, and progression into employment. Voyage now seeks to complete this trilogy through the development of Young Leaders for SMART Cities.

Purpose of the Consultancy

Voyage is seeking an experienced Educational & if possible Technology Consultant to lead the design and refinement of the Young Leaders for SMART Cities BTEC Level II Award in Technology and Digital Youth Leadership.

This is not a technical training qualification its a youth Leadership one.

The purpose of SMART Cities is to inspire disadvantaged global majority young people aged 14–15 to explore technology pathways, understand the role of technology in addressing social and environmental challenges, and make more informed decisions about their future education and employment choices.

The consultant will be responsible for creating a complete, high-quality qualification framework that can be adopted, delivered, and scaled by Voyage. At the end of the consultancy period, responsibility for implementation will transfer to Voyage’s Programme Manager and Chief Executive.

Consultancy Objectives

The consultant will:

  • Design a complete SMART Cities curriculum aligned to Pearson BTEC standards.
  • Develop a technology leadership framework that complements Voyage’s Safer Cities and Sustainable Cities qualifications.
  • Create learning outcomes, assessment methodology, learner activities, and progression pathways.
  • Ensure the qualification reflects the experiences and aspirations of disadvantaged global majority young people.
  • Work directly with Voyage’s Youth Board to co-design and test elements of the course.
  • Create tutor guidance, learner workbooks, and supporting resources.
  • Establish a practical pilot-testing framework.
  • Produce all documentation required to support future validation and approval processes.

Key Areas of Focus

The qualification should explore:

  • Technology Leadership - How leaders use technology to create positive change.
  • Smart Communities - Technology solutions that improve community safety, sustainability, and quality of life.
  • Digital Innovation - Understanding how technology shapes modern society.
  • Future Skills - Leadership, communication, collaboration, creativity, and problem-solving.
  • Career Pathways - Introducing young people to technology careers, entrepreneurship, apprenticeships, and further learning opportunities.
  • Civic Participation - Helping young people understand their role as contributors and changemakers within their communities.

Co-Production Requirements

The consultant will not work in isolation and the successful candidate will work alongside:

  • Voyage’s Youth Board
  • Voyage graduates
  • Voyage’s team of lived-experience tutors
  • Technology ambassadors
  • Industry partners
  • Voyage’s Programme Manager

Young people will act as co-designers throughout the process.

Consultancy Deliverables

By the conclusion of the consultancy, the successful candidate will provide:

  • Curriculum Framework
    • Complete qualification structure and unit specifications.
  • Assessment Framework
    • Assignments, marking criteria, and evidence requirements.
  • Learning Resources
    • Tutor manuals, learner workbooks, lesson plans, and presentation materials.
  • Pilot Review
    • Testing framework and recommendations arising from youth consultation.
  • Progression Framework
    • Pathways linking graduates to mentoring, work experience, industry visits, and further opportunities.
  • Validation Pack
    • A complete handover package prepared for Pearson approval and validation processes.

Handover Phase

The final month of the consultancy will focus on knowledge transfer.

The consultant will work closely with Voyage’s Programme Manager and Chief Executive to:

  • Transfer ownership of all course materials.
  • Train staff on implementation.
  • Finalise delivery guidance.
  • Agree future validation actions.
  • Prepare the qualification for rollout.

By the end of December 2026, Voyage will possess a complete SMART Cities qualification ready for validation, digital integration, and implementation planning.

Success Measures

Success will be demonstrated by:

  • Completion of the SMART Cities qualification framework.
  • Positive feedback from Youth Board members and pilot participants.
  • Production of tutor and learner resources.
  • Establishment of progression pathways.
  • Completion of a validation-ready submission package.
  • Successful handover to Voyage’s Programme Manager and Chief Executive.

The consultancy will leave Voyage with a fully developed customised BTEC qualification capable of supporting the next generation of diverse technology leaders and creating stronger pathways into the UK’s technology sector.

This version positions the consultant as a high-level architect, not an ongoing delivery worker. It also gives you a clean justification for most of the budget being consultant-led while ensuring the intellectual property, delivery, and future growth sit with Voyage after only four months.
