An exciting new opportunity has arisen, offering a successful candidate the opportunity to develop their skills and expertise in a new area, to cover maternity leave within the Electronic Monitoring Team

This will be a fast-paced, high-priority project with significant interest at Ministerial level. The preferred candidate will have operational experience in either a prison or probation setting, ideally with knowledge of Offender Management work such as risk assessments, performance management and collaborative working at both operational and strategic levels.

We need motivated, driven staff who are committed to supporting the operational line, delivering the organisation’s vision, effecting change at pace, influencing where necessary, and working independently as well as within our team.

Accountable to the HoS in region with EM responsibility, the Electronic Monitoring Partnership and Stakeholder Strategic Lead will work across the London Probation region in England or Wales to lead the Electronic Monitoring agenda on behalf of the Probation Service.

You will work at a regional and strategic level, providing management and leadership to the Electronic Monitoring Regional Team with the aim of establishing assurance processes to embed the Electronic Monitoring strategy across the London region.

You will represent the Region at a senior level across multiple external agencies and stakeholders involved in electronic monitoring. Equally, you will deliver skilled leadership within the Probation Service to influence the electronic monitoring agenda, including improving performance, quality, and outcomes.

You will work across the region and be based within a community probation office with the expectation that post holders will travel as and when required, including regular visits into selected Courts and Probation offices.

Main Activities/Responsibilities

The job holder will be required to carry out the following responsibilities, activities, and duties:

  • Under the guidance of the HoS in region with Electronic Monitoring responsibility, the postholder will develop and deliver regional Probation Service Electronic Monitoring strategic priorities, which align with existing and emerging national priorities.
  • Develop and maintain effective relationships with key senior leads at multiple external agencies and stakeholders, including but not limited to: EMS, Police, Police and Crime Commissioners (PCCs), HMCTS.
  • Represent the PS externally in key regional and local partnership meetings, as well as internally with national and regional senior teams. You will also develop briefings and presentations to influence the electronic monitoring agenda /outcomes at these forums.
  • Effective analytical skills to identify multi-faceted and interdependent challenges between internal and external stakeholders at a regional level, and progress local initiatives that deliver improved outcomes, including performance and quality.
  • Interpret varied and highly complex information from numerous sources to identify local and regional opportunities, and support strategic discussions with an extensive range of partners to ensure a whole-system approach to the delivery of national priority workstreams.
  • Play a critical role in the developing Electronic Monitoring Governance within HMPPS by providing interface between national and policy teams within HMPPS and regional probation delivery.
  • Responsible for the management of impactful delivery of workstreams, performance, and quality matrices.
  • Lead and matrix manage multiskilled teams, across different departments, using varied resources to strengthen practitioner and stakeholder understanding of EM as a credible sentencing option and driving up the overall EM sentences in region.

Person Specification

Experience

  • Considerable experience at middle manager level, including the management of staff.
  • Experience of working across a range of stakeholder groups and other Government Departments, including experience of influencing and managing conflict in these settings.
  • Experience of monitoring performance and quality in area of responsibility against predetermined targets, setting local targets, and effecting necessary improvements.
  • Demonstrable achievements in managing/supporting change and effecting improvements in quality and efficiency.
  • Experience of proactively championing diversity and inclusiveness.
  • Experience of conducting employee relations investigations (e.g., disciplinary, capability, grievance etc)
  • Experience of contributing to the development of strategic business plans to achieve improved service delivery

Qualifications

  • A qualification in one of the following areas:

    • Probation Qualification Framework Graduate Diploma/Honours Degree in Community Justice integrated with Level 5 Diploma in Probation Practice.
  • Or, a Qualification Which Was Recognised At The Time Of Qualification By The Secretary Of State For Justice As Per Section 10 Of The Offender Management Act 2007. The Following Qualifications Gained In England And Wales Were Previously Recognised As Providing Such Eligibility:

    • Diploma in Probation Studies
    • Diploma in Social Work (with Probation Option)
    • CQSW (with Probation Option)
