Emergency Planning and Business Continuity Officer

Emergency Planning and Business Continuity Officer

About the Role

As an Emergency Planning and Business Continuity Officer, you will play a key role in helping the Council prepare for, respond to, and recover from emergencies. The role involves working closely within the Emergency Planning and Business Continuity team to deliver the Council’s resilience programme, ensuring compliance with key frameworks such as:

  • The Civil Contingencies Act 2004
  • Associated statutory guidance
  • Resilience Standards for London
  • Relevant legislation and best practice

You will support the Emergency Planning and Business Continuity Manager and deputise where necessary, ensuring the Council fulfils its statutory resilience responsibilities. This includes:

  • Developing and reviewing emergency and business continuity plans
  • Delivering training and exercising programmes
  • Providing professional advice to services and partners
  • Supporting the Council’s response to incidents and emergencies

Responsibilities

  • Contribute to emergency and business continuity planning processes
  • Help maintain compliance with legislative requirements and best practice
  • Support the training and exercise programmes for resilience building
  • Offer professional guidance to colleagues and partner organisations
  • Ensure effective incident response and recovery activities
  • Deputise for managerial responsibilities as required

The role expects the candidate to be office-based at least 2–3 days a week.

Candidate Profile

We are seeking a motivated and organised professional with relevant experience, ideally in the following areas:

Key Requirements

  • Experience in emergency planning, business continuity, resilience, civil protection, or related operational roles
  • Background preferably within local government, public sector, or similar organisations
  • Ability to work collaboratively with colleagues and partner organisations to strengthen organisational resilience
  • Proficiency in developing and implementing plans, policies, and procedures
  • Strong communication skills with the ability to:
    • Build effective relationships
    • Provide professional advice
    • Deliver training and exercises to diverse audiences
  • Capacity to manage competing priorities and work effectively under pressure
  • Ability to demonstrate sound judgement during emergencies and clearly convey complex information
