Employee Relations Specialist (Change & Transformation)
Contract: Fixed Term (12 Months) Locations: Birmingham, Cardiff, Canary Wharf, Croydon, Sale or Walkfield Salary: £52,499 plus London weighting of £5,130 if based in Canary Wharf or Croydon

As an Employee Relations Specialist (Change & Transformation), you will play a key role in delivering expert employee relations support across complex change programmes. You will operate in a fast-paced environment, where accountability, collaboration, and continuous improvement are essential.
The Independent Office for Police Conduct (IOPC) is evolving its culture, perspectives, and ways of working to strengthen its core outcomes. Main Responsibilities
- Effectively deliver organisational change and transformation projects (e.g. restructures, realignments, redundancies) in line with employment law, best practice, and civil service governance.
- Manage complex casework (e.g. grievances linked to change) promptly, while minimising financial risk and legal recourse.
- Sensitively oversee restructures, redeployment, and realignment adhering to IOPC policy and employment legislation.
- Conduct consultations with staff, ensuring leadership considers all proposals and provides a written response to management.
- Collaborate with People Business Partners to maximise redeployment and realignment efforts, reducing exit costs.

The Ideal Candidate
Qualifications
- Chartered Institute of Personnel and Development (CIPD) Level 7 qualification, or equivalent experience.
Knowledge
- Change management & transformation principles.
- Employment law (practical application).
- HR best practice for change management.
- Leadership principles and practices.
- Redundancy consultation process.
Experience
- Leading/senior HR roles advising on organisational change and restructures.
- Significant experience in consulting/negotiating with trade unions.
- Supporting staff through organisational change.
- Handling redundancies, redeployment, and grievances at a strategic level.
- Leading large-scale transformational change initiatives.
- Practical experience in the civil service, public, or charity sectors (preferably with civil service redundancy experience).
- Developing/streamlining policies/procedures for effective change.
- Collaborating with senior managers/leadership and multiple stakeholders.
Skills
- Excellent influencing & negotiation skills.
- Strong communication & interpersonal abilities.
- Precise analytical and decision-making skills.
- Cost-effective problem-solving.
- Proven coaching & mentoring experience.
