Head of Civil Enforcement Supervision & Development

Job Summary

Manage, develop, and support Supervisors in overseeing Civil Enforcement Officers (CEOs) to ensure the delivery of a professional, compliant, and customer-focused enforcement service. Oversee service-wide performance and operational reporting, collaborating with the Operational Support Manager to maintain effective, efficient, and high-quality enforcement operations.

Exercise leadership to develop team members while fostering a positive, inclusive, and performance-driven workplace culture. Oversee day-to-day operational and administrative responsibilities.

Job Description

Core Responsibilities

  • Provide timely support and guidance to Supervisors, equipping them to manage their teams confidently and professionally.

  • Work closely with the Operational Support Manager to oversee day-to-day operations, ensuring:

    • A consistent, high-quality enforcement service
    • Compliance, customer focus, and efficiency
  • Monitor service performance through data analysis to:

    • Identify trends and successes
    • Address gaps for improvement
    • Maintain the quality, accuracy, and consistency of all enforcement activities

  • Maintain comprehensive operational records, including:

    • Reports and performance information
    • Compliance and audit documentation
  • Collaborate with the Operational Support Manager to:

    • Oversee resourcing and staff scheduling, ensuring coverage and effective deployment during all shifts
    • Alert early to operational risks or issues, expressing escalation/Recommendations where necessary
  • Ensure full compliance with:

    • Statutory, contractual, and organisational requirements
    • Relevant legislation and operational policies
  • Support team development by:

    • Providing structured coaching
    • Driving inclusive, performance-centred culture for both Supervisors and CEOs
  • Assist in recruitment, onboarding, and training (concurrent and ongoing):

    • Working with the Operational Support Manager to upskill teams
    • Ensuring teams have skills and confidence to deliver effectively
  • Act as the primary point of contact for high-priority concerns:

    • Grievances, incidents, and sensitive enquiries
    • Ensure professionalism, support, and escalate accordingly
