Engineering Manager

Engineering Manager –Highways A66 NTP Scheme (Penrith)

About the Role

Our Balfour Beatty Highways business is offering a fantastic opportunity to join our team on the Highways A66 NTP Scheme, based in Penrith, Cumbria.

Balfour Beatty Highways maintains, manages, and operates major highway networks across the UK, creating communities where people thrive. We deliver high-quality asset strategy, management, and planning consultancy to public and private sector clients, offering creative, reliable, sustainable advice for asset lifecycle planning across the UK.

Responsibilities

You will lead engineering and design management for a multi-disciplinary project team, ensuring seamless integration across all design disciplines during both development and construction phases. Key activities include:

  • Provide expert engineering leadership at project level to deliver schemes safely, efficiently, and to high standards
  • Maintain strong communication and collaboration with internal and external teams to optimise project delivery
  • Support the engineering strategy for Balfour Beatty clients by engaging with stakeholders (supply chain, clients, designers, framework partners) for shared knowledge and cost efficiencies
  • Mentor and train on-site engineers for junior role development
  • Champion leson learnt processes to drive operational excellence

Specific Areas of Responsibility

Health, Safety & Environmental (HSE)

  • Current legislative knowledge in health and safety (H&S), and CDM legislation
  • Proficient application of company systems
  • Innovative improvement of safe systems of work
  • Understanding operational and maintenance requirements post-scheme handover

Engineering & Design Control

  • Manage engineering and design teams, ensuring buildability at every design stage
  • Coordinate Design and Temporary Works for critical project aspects
  • Resolve complex technical issues promptly in collaboration with project teams -在项目不同阶段考虑可建造性。
  • Provide technical expertise and mentor junior staff

Quality Management

  • Align with Organisational Business Management Systems and project quality plans
  • Detailed understanding of Specification for Highways Works requirements
  • Lead handover documentation processes and self-certification procedures
  • Champion audit processes ensuring compliance with quality frameworks

Productivity & Project Delivery

  • Mastery in construction operations and contingency planning
  • Experience with phase testing and handover processes

Commercial Acumen

  • Identify cost saving opportunities
  • Deep understanding of NEC contracts and operational agreements
  • Experience with design change and risk mitigation protocols

Qualifications & Experience

Formally Required

  • Demonstrated ownership for outcomes with clear and actionable communication, including personnel management
  • Self-starting mindset, adaptable to unsociable hours when required
  • Preferable Chartered status with ICE, with a minimum engineering degree qualification
  • Valid driving license/CSCS card/SMSTS certification

  • Exceptional team player and leadership experience in both collaborative and independent delivery settings
  • Proven decision-making ability based on available data and industry best practices
  • Exceptional communication—ability to resolve issues with a solution-focused approach
  • Demonstrable track record as a role model for junior staff, aligning behaviours with company and project goals

Highways & Construction Specific

  • Significant experience in managing complex design teams
  • Deep expertise in highways design and temporary works
  • Construction-focused understanding to meet buildability criteria at every stage
