Capital Projects Engineering Manager
The Capital Projects Engineering Manager provides single-point leadership and accountability for the capital projects engineering team and the end-to-end capital project process across the Barnard Castle manufacturing site. This role reports to the Site’s Capital & Operational Engineering Director. It owns delivery of the site capital plan, ensuring projects are prioritised, governed and delivered safely, compliantly and effectively in line with PMF, site governance, QMS requirements and the wider site strategy. This role is accountable for the performance of the capital project portfolio, effective use of the site capital budget, robust management of project risks and interfaces, and inspection readiness for capital project delivery.
Scope of Role:
- Direct reports: 4-8
- Indirect reports: Up to 12 permanent staff and up to 50 contractors
- Budget accountability: Capital expenditure of approximately £25m-£50m per annum
Key Accountabilities:
- Lead and manage the capital projects engineering team to deliver capital projects and engineering services aligned to site business needs.
- Own delivery of the capital project portfolio to agreed scope, quality, cost, schedule, safety and compliance standards.
- Ensure capital projects are delivered through robust governance, including PMF, QMS, change control, validation, commissioning and qualification requirements.
- Own development of the site capital plan and site facility investment plan.
- Manage a capital budget of approximately £25m-£50m per annum, ensuring effective financial control, forecasting and value delivery.
- Ensure strong safety standards are embedded across all capital projects and throughout all stages of project delivery.
- Provide effective management, coaching and capability development for direct reports, wider project teams and complementary staff.
- Oversee external partners, consultants, contractors and suppliers, ensuring compliance with site standards, GMP, EHS, CDM and permit-to-work expectations.
- Maintain robust oversight of portfolio risks, constraints, interdependencies and escalation points.
- Build strong relationships with site stakeholders, business owners, sponsors, other GSK sites and above-site groups to support delivery of cross-divisional initiatives.
- Ensure project documentation, decisions, approvals and handover packs are complete, accurate, traceable and inspection-ready.
About You:
The successful candidate will be an experienced engineering leader with a strong background in capital project delivery within a highly-regulated (e.g.; pharmaceutical) or similarly complex manufacturing environment. You will bring strong technical judgement, project governance discipline, financial awareness and the ability to manage internal and external teams (safely and compliantly). You will be comfortable operating in a high-accountability site role, balancing delivery pace with quality, safety, compliance, inspection readiness and business continuity. You will influence across functions, manage ambiguity and ensure the capital investment delivers clear value (for the site and for patients).
About Barnard Castle:
GSK Barnard Castle is a key secondary manufacturing site. We have invested heavily in industry 4.0 state of the art bespoke equipment to support sustained new product introductions and volume increases. As a key supplier of some of GSK’s products the site contributes revenues of ~$2Bn annually.

Basic Qualifications:
- Relevant engineering qualifications (e.g.; Engineering Degree, IEng status or working towards chartered status) and / or strong relevant engineering experience.
- Significant capital project delivery and project management experience (ideally gained from working within a highly-regulated industry like the pharmaceutical industry).
- Strong understanding of manufacturing, utility equipment and regulated manufacturing environments.
- Working knowledge of QMS, GMP, safety and regulatory requirements relevant to capital project delivery.
- Experience managing construction safety and statutory duties under CDM.
- Demonstrated application of project management frameworks and change management methodology.
- Proven management and influencing capability.
- Strong financial management and commercial awareness.
- Experience managing internal stakeholders and external partners, contractors and suppliers.
