Job Description

We are seeking an experienced Engineering Manager – Rail Infrastructure (Design) to provide engineering leadership across multidisciplinary rail infrastructure projects throughout the design lifecycle.

The Engineering Manager is accountable for the planning, coordination, governance and assurance of engineering activities, ensuring that all engineering outputs are delivered safely, efficiently, compliantly and in accordance with client requirements, applicable standards and project objectives.

Acting as the engineering authority for allocated commissions, you will lead multidisciplinary engineering teams, manage technical interfaces and provide engineering assurance from concept development through detailed design and construction support.

This role is ideally suited to an experienced engineering leader with a strong background in multidisciplinary railway infrastructure design, engineering governance and technical assurance.

Key Responsibilities

Engineering Leadership

  • Act as the Engineering Manager for allocated projects, providing overall engineering leadership throughout the design lifecycle.
  • Establish and implement appropriate engineering management arrangements for each commission.
  • Lead multidisciplinary engineering teams to deliver safe, integrated and efficient engineering solutions.
  • Define engineering responsibilities, interfaces and technical governance arrangements across project teams.
  • Ensure engineering resources are appropriately planned and deployed to meet programme requirements.
  • Promote engineering excellence, innovation and continuous improvement across all engineering disciplines.

Engineering Governance & Assurance

  • Establishing and maintaining effective engineering governance throughout project delivery.
  • Ensuring engineering activities comply with applicable legislation, client requirements, industry standards and company procedures.
  • Implementing robust engineering assurance processes including design verification, validation, independent checking and technical reviews.
  • Ensuring engineering decisions are appropriately documented, reviewed and authorised.
  • Managing engineering risks, assumptions, opportunities and technical constraints throughout the project lifecycle.
  • Ensuring configuration management and engineering change processes are effectively implemented.
  • Supporting engineering acceptance and technical approval processes where required.

Multidisciplinary Design Management

  • Lead the coordination and integration of multidisciplinary engineering design.
  • Ensure effective management of engineering interfaces between civil, track, structural, geotechnical, drainage, mechanical, electrical, signalling, telecommunications and systems disciplines.
  • Chair engineering coordination meetings, technical reviews and design workshops.
  • Resolve multidisciplinary engineering issues and support timely technical decision-making.
  • Ensure engineering deliverables are coordinated, consistent and fully integrated across all disciplines.

Project Delivery

  • Ensure engineering deliverables are produced safely, on programme, within budget and to the required quality.
  • Monitor engineering progress and proactively manage technical risks affecting delivery.
  • Support Project Managers and Project Directors with engineering planning, programme development and resource forecasting.
  • Ensure engineering deliverables, including reports, calculations, drawings and specifications, meet project and client requirements.
  • Contribute to value engineering, buildability reviews and whole-life asset optimisation.

Safety, Quality & Compliance

  • Promote Safe by Design principles throughout all engineering activities.
  • Ensure compliance with relevant railway standards, engineering standards and statutory requirements.
  • Support the implementation of CDM Regulations and other engineering safety management processes (such as CSM-RA, HazID, Hazop etc).
  • Encourage a positive engineering safety culture and continual improvement in engineering quality.
  • Ensure lessons learned and best practice are shared across projects and engineering teams.

Stakeholder Management

  • Act as the principal engineering interface with clients, delivery partners, contractors and third-party stakeholders.
  • Build strong collaborative relationships across multidisciplinary project teams.
  • Present engineering strategies, technical solutions and project progress to senior stakeholders.
  • Support technical negotiations and engineering decision-making throughout project delivery.

Team Leadership

  • Lead, mentor and develop multidisciplinary engineering teams.
  • Support recruitment, competency development and succession planning.
  • Promote technical excellence, knowledge sharing and professional development.
  • Foster an inclusive, collaborative and high-performing engineering culture.

Business Development

  • Provide engineering leadership during bids, tenders and framework opportunities.
  • Develop engineering delivery strategies and technical methodologies.
  • Support project estimating, resource planning and risk assessment.
  • Contribute to the continued growth and capability of the Rail Engineering business.

Qualifications

Essential

  • Bachelor's degree (or equivalent) in Civil Engineering, Mechanical Engineering or another recognised engineering discipline.
  • Chartered Engineer (CEng) with a recognised professional institution.
  • Significant experience delivering multidisciplinary railway infrastructure design projects.
  • Demonstrable experience performing Engineering Manager, Design Manager or equivalent engineering leadership roles.
  • Previous appointment as a Contractor's Engineering Manager (CEM) or equivalent engineering authority.
  • Excellent understanding of engineering management principles, engineering governance and technical assurance.
  • Strong knowledge of UK railway standards, engineering assurance processes and relevant legislation.
  • Proven ability to lead multidisciplinary engineering teams and manage complex technical interfaces.
  • Experience delivering projects through multiple design stages, from concept through detailed design and construction support.
  • Excellent leadership, communication and stakeholder management skills.

Desirable

  • Master's degree (or equivalent) in Civil Engineering, Mechanical Engineering or another recognised engineering or Engineering/Project Management discipline.
  • Experience delivering major rail infrastructure programmes.
  • Knowledge of systems engineering, systems integration and systems assurance principles.
  • Experience working within collaborative delivery models, including alliances and integrated project teams.
  • Familiarity with BIM, digital engineering and information management processes.
  • Experience supporting bids, framework submissions and business development activities.
