About the Role
At Green Gen Cymru, we’re pioneering a green energy network for Wales to ensure 100% renewable energy reaches homes, hospitals, schools, businesses, and communities—while addressing the energy, climate, and cost-of-living crises.
We’re building a stronger, resilient renewable electricity network, crucial to Wales’ sustainability goals, particularly by harnessing Wales’ vast wind potential. This role supports our mission to empower rural communities through investment, job creation, and modern infrastructure.
Key Responsibilities
SALARY: From £65,000 per annum (skills and experience dependent) LOCATION: Cardiff, Wales (hybrid working) REPORTS TO: Consents Director
As Environment Manager, you will:
- Lead a natural capital strategy for our portfolio and individual grid projects, aligning with Welsh Government objectives and biodiversity net gain (BNG) policies.
- Coordinate and submit Development Consent Orders (DCOs), Infrastructure Consent Orders (ICOs), and Transport and Works Order (TWOs) under significant scrutiny, ensuring stakeholder engagement meets legal and commercial demands.
- Partner with Senior Project Managers to deliver environmental surveys, mitigation, and enhancements tailored to planning policy, Welsh Government targets, and buildability constraints.
- Work within a specialist Consents Team shaping projects from strategy to submission, ensuring high-quality documentation and stakeholder engagement.

Core Accountabilities:

Environmental Strategy & Natural Capital:
- Develop and implement an aligned strategy across projects, balancing planning policy, programme, and commercial needs.
- Embed environmental considerations early in project design to enhance consentability and long-term performance.

Consentability & Risk Management:
- Identify, assess, and mitigate environmental risks to support timely consent.
- Balance environmental, engineering, and commercial priorities with clear recommendations for leadership.

EIA Scope & Technical Assurance:
- Define robust, proportionate EIA scopes, ensuring quality and compliance.
- Provide strategic oversight of Environmental Statements, technical reports, and consultancy outputs.

Project Integration:
- Collaborate with engineering teams to integrate environmental inputs into design and programme delivery.
- Drive innovation and mitigation while preventing unnecessary delays.

Stakeholder Engagement:
- Engage with statutory bodies, NGOs, and communities to strengthen the consenting case.
- Develop consistent, evidence-based narratives for applications and examinations.
Key Skills & Experience
Technical & Strategic Knowledge:
- Deep expertise in grid/renewable energy consenting, including DCOs, BNG, and EIAs.
- Proficient in eco-friendly design principles, HRA assessments, and statutory processes.
- Understanding of cross-border and English planning policies for hybrid projects.

Leadership & Collaboration:
- Ability to manage complex stakeholder relationships (consultants, authorities, NGOs).
- Experience leading large EIA teams or coordinating technical reports.
- Strong problem-solving, resilience, and adaptability in high-stakes environments.
Qualifications:
- Degree in environmental science, management, or equivalent.
- ISEP or similar membership is advantageous.
- 8–15 years’ experience in environmental consultancy or infrastructure project management.
- Proven track record in planning applications, mitigation strategies, and BNG implementation.
