Environmental Enforcement Officer
Location: South Holland, PE11 2XE – West Northamptonshire Council (host organisation)
Salary: £13.45 per hour (weekly pay, via HIVE 360)
Hours: Up to 37.5 hours per week
Shifts: Monday to Sunday – 06:00 to 19:00 (flexible shifts covering weekends)
Contract Type: Temporary (Agency with pathway to permanent)
Key Essential Requirements:
- Full UK driving licence, valid for at least 5 years
- Own transport (non-flexible requirement)
- Must be over 21 (insurance requirement)
- Basic DBS check (standardized by the agency)
- Checkable 5-year employment history
About the Role

We’re recruiting Environmental Enforcement Officers to support West Northamptonshire Council, tackling issues that affect everyday life—like fly-tipping, waste dumping, graffiti, and littering. Working on behalf of Kingdom, you’ll act as a critical frontline professional, ensuring compliance with environmental regulations while fostering positive relationships with residents and businesses.
Together, we’ll help create a cleaner, safer, and more welcoming environment for the entire area.
Your Responsibilities (Key Duties)
- Conduct proactive and reactive patrols across South Holland to address environmental concerns.
- Investigate complaints related to:
- Fly-tipping
- Waste issues (including illegal dumping, loose domestic waste, and commercial waste violations)
- Abandoned vehicles
- Littering and litter dropping
- Graffiti and unf_mail tors
- Noisy disputes affecting quality of life
- Enforce regulations by:
- Issuing Fixed Penalty Notices (FPNs) and conducting follow-up engagements.
- Using surveillance and recording technology to gather evidence and prepare case files.
- Promote compliance and education by engaging directly with residents, businesses, and afro-o Households to explain regulations and options.
- Work alongside legal teams, including attending court proceedings where necessary to support legal proceedings.

What We’re Looking for in You
Core Skills & Attitudes:
✓ Confident, strong communicator with excellent customer-facing skills (must engage clearly and calmingly at all times). ✓ Physically resilient and prepared to carry out outdoor duties in all weather conditions (day or night). ✓ Flexible to accommodate occasional weekend shifts and varied hour requirements. ✓ Willing to undertake mandatory accredited training (provided by the agency). ✓ Motivated self-starter with basic investigative knowledge/problem-solving.
Essential Requirements:
✔ Full UK driving licence (essential for task completion). ✔ Own transport for patrolling duties (no ministry of transport recognised permit is accepted). ✔ Full basic DBS check (completed through agency vetting). ✔ 5 years continuous employment history of employment (onsaronderd convicted disposemen ground). ✔ Over 21 years of age [insurance/rental vehicle arrangemen requirement]. ✔ Passing vetting processes, which may include background security checks.
