Environmental Enforcement Specialist

The Role

As Environment Enforcement Specialist you will be responsible for the end-to-end coordination of environmental enforcement casework, combining technical analysis, evidence bundle organisation and regulatory process management to deliver high-quality, defensible outputs aligned to Environment Agency (EA) guidelines. You will play a critical role in bringing structure and clarity to complex regulatory issues—ensuring evidence is robust, well-documented and audit-ready, and that responses are timely, consistent and technically sound.

Working at the intersection of operations, environment and regulation, you will translate data, incidents and site information into clear, compelling narratives that support decision-making and regulatory engagement. The role requires a strong focus on process, governance and detail, with accountability for maintaining accurate records, structured evidence trails and effective case tracking. Your ability to organise information, interpret technical data and communicate clearly with stakeholders at all levels will be central to delivering successful enforcement outcomes and reducing future risk.

Role Accountabilities

Prepare and quality assure evidence bundles, appeal submissions, responses to enforcement notices, and enforcement undertakings. Ensure all documents meet statutory deadlines and internal quality standards. Review CAR forms and incident records to identify categorisation issues or factual inaccuracies; recommend reclassification or escalation where appropriate and support corrective actions. Coordinate technical, operational and legal inputs for each case, securing timely data, sampling results, site logs and witness statements. Maintain clear version control and audit trails for all evidence. Analyse monitoring data, incident trends and root causes to produce concise technical summaries and recommendations for enforcement responses and internal improvement actions. Act as the operational contact point for site teams, operations, asset management and legal when assembling enforcement cases. Work closely with the Environmental Enforcement Manager and Regulatory Relations Manager to ensure consistency of messaging and approach. Contribute to development and maintenance of enforcement templates, checklists, and governance processes. Identify recurring issues and feed lessons learned into training and process changes to reduce future enforcement exposure. Maintain case logs, trackers and registers; ensure compliance with internal governance, data protection and evidence retention policies.

Essential Skills & Experience

Experience of working in environmental compliance, enforcement support, or regulatory casework within the water sector or a similarly regulated industry. Practical experience preparing technical reports, evidence packs or regulatory submissions. Familiarity with CAR forms, incident categorisation, and EA enforcement processes desirable. Strong technical literacy with the ability to interpret monitoring data and translate it into clear written summaries. Excellent written communication and document drafting skills; attention to detail and accuracy. Organisational skills to manage multiple cases and deadlines concurrently. Ability to coordinate cross‑functional contributors and maintain clear audit trails. Good judgement and ability to escalate issues appropriately. Proficiency with Microsoft Office and case‑management or document control systems.
