Environmental Enforcement Officer – Full-time

Luton Borough Council

Salary & Hours

£13.85 per hour Full-time (40 hours per week), including occasional weekend shifts.


About the Role

We are recruiting confident, professional individuals to join our team as Environmental Enforcement Officers. This front-line role involves on-foot patrols across Luton, identifying environmental offences, and issue Fixed Penalty Notices (FPNs).

A Day in the Life

This role will involve:

  • Conducting foot patrols in town centres, high-traffic areas, and residential streets.
  • Observing public behaviour to spot and report issues like:
    • Littering
    • Dog fouling
    • Fly-tipping
  • Confidently engaging offenders to explain offences and issue Fixed Penalty Notices.
  • Educating residents on environmental responsibilities.
  • Recording evidence via digital systems with accuracy and clarity.

You’ll navigate diverse environments in rain, sun, and adverse conditions, often detailed, and certain in public interactions.


Requirements

  • Strong communication skills with calm confidence during challenging conversations.
  • Ability to work outdoors in all weather.
  • Basic IT literacy (e.g., report writing/capture).
  • Attention to detail and reliability—proactive yet process-oriented.
  • Capacity to work independently and follow procedures honestly. (Preferable: A valid driving licence—non-essential."
