Job Description Summary
This is a Full Time, Fixed Term position for 9 months to cover secondment. To lead and manage a team of staff to deliver effective grounds maintenance services, including parks and open spaces. A good general knowledge of amenity horticulture is essential as is a good all round knowledge of health and safety.
ROLE AND PURPOSE
To lead and manage a team of environmental staff to deliver effective street cleansing and grounds maintenance services, including parks and open spaces, in the context of 7 day working or 5 day working service delivery as appropriate for the assigned team, shift and general location, maintaining a flexible response to meet operational requirements.
PRINCIPAL ACCOUNTABILITIES:

Statutory Obligations
- Hull City Council as the Local Highway Authority has a duty under Section 41 of the Highways Act 1980 to ensure that as far as is reasonably practicable snow and ice does not endanger users of the highway. On a rota basis the post holder will occupy the role of Winter Service Duty Supervisor and will decide on the mobilisation and timing of precautionary salting and hand gritting activities and communicate the decision as appropriate, including advising customers via social and other media.
- The Council has a duty in accordance with the requirements of the Civil Contingencies Act 2004, Control of Major Accident Hazard Regulations 1999 (COMAH), Pipeline Safety Regulations (PSR) 1996 and Radiation (Emergency Preparedness and Public Information) Regulations (REPPIR) 2001 to have a strategy for responding to emergencies within its area or disruptions that threaten the delivery of its critical functions. On a rota basis and the post holder will occupy the role of Duty Officer and will monitor severe weather and flood warnings, alerts and associated resources and make recommendations to Departmental Management Team Members regarding appropriate activities, stand-by arrangements and whether to contact the Incident Manager; providing Duty Officer cover for out-of-hours and holidays in connection with Declared Emergencies.

To proactively lead a team and manage individual and team performance on a day to day / shift to shift basis (if required), ensuring effective delivery of environmental services including street cleansing, grounds maintenance, including parks and open spaces, in a specific area of the city.

To effectively plan and allocate resources to ensure all work is completed safely within agreed priorities, timescales and quality standards, considering customer needs, minimising disruption and ensuring that staff are equipped with the appropriate tools and equipment: ensuring that risk assessments are performed and that team members are aware of and follow safe operating procedures all in accordance with the Corporate Health and Safety Policy.

To ensure the delivery of customer focussed street cleansing and grounds maintenance services in accordance with agreements and contracts; addressing individual customer concerns or complaints responding to them in accordance with corporate policy and ensuring that lessons learned are taken into account in the development of the services; liaising with Neighbourhood Co-ordinators to help determine priorities within available budgets to best meet customer requirements.

To direct and ensure an effective quality monitoring system which includes the keeping of accurate written records as required in connection with the performance of the service, including customer feedback and specific requirements that may arise from time-to-time, in particular to ensure compliance with Health and Safety requirements

Manage the local use of vehicles and equipment, auditing the use of and ensuring best use of machinery available and making the Environment Manager aware of any issues and liaising with the Transport Team Leader and Fleet Provider regarding fleet maintenance, and faults with vehicles, plant and equipment.

Identify the training and development needs of staff, ensuring that staff are equipped with the necessary skills and competencies needed to perform their role and meet the requirements of the service and foster a culture where staff take pride in delivering high quality responsive services to local communities

The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health, safety and wellbeing and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.
Compensation Grades: GRADES 7
Pay Ranges: £32,597.00 - £35,412.00
