About the Opportunity
The Heat in Buildings Assessment – Policy & Technical team leads on Energy Performance Certificate (EPC) policy, ensuring EPCs communicate critical energy efficiency and heating system data for buildings.
This role is part of a groundbreaking period of reform for the EPC system, following the first climate-adapted changes in 17 years. Regulations have recently passed Parliament, streamlining certificates to align with domestic heat and efficiency policy, and to accelerate Scotland’s net-zero ambitions.

The Role
The EPC Domestic Calculation Methodology Lead will be responsible for:
- Driving EPC operational implementation: Designing, supporting, and refining statutory domestic EPC calculation methodologies—critical for assessing building efficiency metrics.
- Technology and regulatory alignment: Bridging the gap between policy directives, Heat in Buildings programmes, and practical implementation of EPC systems.
- Technical expertise: Deep understanding of heat/energy modelling underpinning methodologies; capacity to advise on adoption within assessor networks.
- Industry collaboration: Engaging with assessor bodies, stakeholders, and the assessor community (3,500+ evaluators), to embody EPC conventions and provide tailored guidance for contemporary domestic applications.
- UK-wide coordination: Working within shared systems (e.g., central UK EPC infrastructure) and adapting global EPC reconciliation post-reform.
- Enabling reform: Collaborating across the EPC Unit on future system innovations and methodological refinement.

Requirements
- Designated Lateral Transfer: This is a level transfer EOI opportunity; applicants must be Core SG employees on a lateral move from their existing role.
- Right to Work: Fee-based visa work requires a ongoing UK right to work (sponsorship prohibited).
- Technical expertise: Strong working knowledge of building energy performance modelling, thermal efficiency calculations and scenario testing tools.
- Stakeholder influence: Experience of cross-sector collaboration, updating procedures or compliance for regulated bodies, and embedding change into stakeholder groups.
- Regulatory understanding: Prior engagement with EPC-supporting processes, knowledge of institutional best practice in efficiency assessment.
