About the Role
At the West Midlands Combined Authority (WMCA), we are committed to making the West Midlands the best place to work, live and visit and where everyone can thrive. We are looking for an experienced and passionate Equality, Diversity and Inclusion (EDI) Officer to help shape and influence how equity and inclusion supports our regional priorities.
This is a unique opportunity to play an operational and strategic role in embedding equity and inclusive growth into policy, programmes, and investment decisions.
You will act as a subject matter expert, providing insight, challenge and support to ensure WMCA meets its Public Sector Equality Duty (PSED) while improving outcomes for our communities.
Working across directorates, you will help ensure that our decisions, investments, and services reduce inequalities and reflect the needs and experiences of the people we serve.
Responsibilities
In this role, you will:
- Help embed equity into decision-making through our Health, Equity, Impact Assessment (HEIA) process
- Support influencing policy, inclusive programme design, and investment activity
- Ensure HEIAs are consistently of the highest quality and stand up to governance processes and scrutiny
- Provide advice and guidance on the Public Sector Equality Duty (PSED) and how equality considerations inform WMCA’s funding and commissioning
- Work to support the implementation of the published Equity & Inclusion Scheme and monitor the related Action Plan
- Collaborate with colleagues and partners to ensure policies and services are inclusive, evidence-based, and community-informed
- Analyse related data and insights to help identify inequalities and inform equity-informed decision-making
- Offer appropriate challenge to senior stakeholders to improve outcomes for all and reduce known disparites
- Support other team members, including the Equalities and Diversity Manager, to build strong partnerships with local authorities, community organisations, and regional networks
Requirements
Experience
You will bring the following experience to this role:
- Work experience in EDI within any sector (particularly in policy, programmes or service delivery)
- Applying the Public Sector Equality Duty (PSED) in practice
- Expertise in delivering or supporting the completion of equity impact assessments (HEIAs)
- Demonstrating the ability to influence decisions to improve outcomes and reduce inequalities
- Proven experience of collaborating across organisations and engaging effectively with diverse communities

Skills & Knowledge
You will showcase strong:
- Understanding of equality legislation, including the Equality Act 2010
- Ability to source, interpret and analyse data every relating to health inequalities, focusing on people with one or more protected characteristics to inform practical actions in policy and investment
- Excellent analytical skills to use data and evidence for equity impact analysis and decision-making
- Strong communication, engagement and influencing skills with constructive challenge to stakeholders
- In-depth knowledge of inclusive growth and regional inequality issues
Location
The role is primarily based at Summer Lane, with a requirement to spend at least 2 days per week in the office.

The advertised salary range is typically structured as follows:
New appointments start at the lowest agreed salary point, with potential for year-on-year increases to offer career progression.
WMCA will follow a competitive pricing model, adjusting salaries to secure the most promising candidate. Applications outside the range may not be considered at subsequent stages.
