Estates & Facilities Manager

£34,434 - £38,220 per annum Full Time Based Hexham with hybrid working opportunities

Northumberland National Park Authority is looking for an experienced Estates & Facilities Manager to lead the management of our diverse estate. This is an exciting opportunity to shape the future of our buildings and facilities, ensuring they are safe, compliant, efficient and fit to support our work protecting and enhancing one of England's most treasured landscapes.

You’ll lead on all aspects of estate and facilities management, including planned and reactive maintenance, statutory compliance, health and safety, contractor management and capital improvement projects. You'll also play a key role in delivering our sustainability ambitions, identifying opportunities to improve energy efficiency, reduce carbon emissions and maximise the value of our assets.

We're looking for someone who has:

  • Experience managing estates, property or facilities across a varied portfolio.
  • Strong knowledge of health and safety, statutory compliance and contractor management.
  • Experience delivering maintenance programmes, capital projects and procurement activities.
  • Excellent leadership, communication and stakeholder management skills.
  • A professional qualification, or equivalent experience, in estates, facilities, property or building management.

Job Purpose

To manage and develop the organisation’s facilities, buildings and operational estate, ensuring the provision of safe, sustainable, compliant and efficient environments that support the delivery of organisational objectives. The postholder will oversee building maintenance, health and safety compliance, contractor management, facilities services and capital projects, ensuring assets are maintained to a high standard and represent best value for money.

Key Responsibilities

Asset and Facilities Management

  • Manage the Authority's property, land and facilities portfolio, ensuring assets are safe, compliant, well maintained and fit for purpose.
  • Develop and deliver planned, reactive and cyclical maintenance programmes across all sites and buildings.
  • Maintain accurate property records, asset registers and estate documentation.
  • Identify opportunities to improve asset performance, generate income and support delivery of the Authority's estate strategy.
  • Provide professional advice and support to colleagues on property and facilities matters.
  • Support business continuity and organisational resilience by maintaining the operational readiness of buildings, utilities and critical infrastructure.
  • Manage landlord and tenant relationships, ensuring lease, licence and occupancy arrangements are administered effectively and in accordance with legal requirements.

Compliance, Health and Safety

  • Ensure the Authority meets its statutory obligations relating to property, facilities and workplace compliance.
  • Manage compliance programmes including fire safety, water hygiene, security, waste management, contractor management and related inspections.
  • Support the development and implementation of health and safety policies, procedures and best practice across the Authority.
  • Manage estate-related legal agreements, contracts and governance requirements, ensuring compliance with legislation, Authority policies and best practice.

Sustainability and Estate Development

  • Support delivery of the Authority's net zero commitments through sustainable asset management, energy efficiency improvements and carbon reduction projects.
  • Contribute to estate development projects, investment opportunities and business cases that improve the value and effectiveness of the Authority's assets.
  • Lead or support capital projects from feasibility through procurement, delivery and handover. Manage consultants, CDM duties and project budgets.
  • Work with internal and external stakeholders to maximise environmental, operational and commercial benefits from the estate portfolio.

Financial and Contract Management

  • Manage estate and facilities budgets to ensure effective use of resources and value for money.
  • Procure, manage and monitor contracts and service providers, ensuring high standards of performance, compliance and customer service.
  • Appoint and manage professional advisers and specialist consultants where required.

Leadership and Collaboration

  • Lead, support and develop estates and facilities staff and oversee the performance of contractors and service providers.
  • Build effective partnerships with colleagues, tenants, contractors, partner organisations and statutory bodies.
  • Represent the Authority on relevant projects, partnerships and working groups.
  • Contribute to wider organisational priorities and promote a culture of collaboration, continuous improvement, equality, diversity and inclusion.

Person Specification

Essential:

Knowledge

  • Professional qualification or equivalent experience in estate management, facilities management, building surveying, property management or a related discipline.
  • Comprehensive knowledge of property, estate and facilities management principles.
  • Sound knowledge of landlord and tenant legislation, property compliance and contract management.
  • Thorough understanding of health and safety legislation, including contractor management and CDM responsibilities.

Skills

  • Strong organisational and people management skills.
  • Ability to manage multiple priorities and make sound decisions in a complex operational environment.
  • Excellent communication and stakeholder management skills.

Experience

  • Experience managing a diverse portfolio of buildings, land and property assets.
  • Experience leading and developing staff, contractors and external consultants.
  • Experience managing budgets, procurement processes and service contracts.
  • Experience planning and delivering maintenance, compliance or capital improvement programmes.
  • Experience of managing statutory compliance across buildings and public-facing sites.

Personal

  • Ability to travel throughout the National Park area and work flexibly, including occasional evenings or weekends as required.

Desirable:

  • Educated to degree level in estate management, facilities management, building surveying, property management or related discipline.
  • Knowledge of National Park purposes.
  • Experience in Geographic Information Systems (GIS)
