Estimations & Commercial Governance Manager

Data Centre Construction

Location - Beaconsfield

About the Role

Pentagon Technical Services supports major global clients in delivering ambitious and highly technical projects worldwide. Our dynamic, innovative and client-focused team works across some of the most complex and high-value data centre developments in Europe and internationally.

We are seeking an experienced Estimations & Commercial Governance Manager to lead our estimating and commercial governance function across multiple data centre projects.

The position will play an important role in supporting business growth, improving commercial performance and protecting the company’s interests across all live projects.

Key Responsibilities

  • Lead cost estimates for data centre projects across CSA, MEP and fit-out packages.
  • Manage the full estimating lifecycle from concept design to final tender.
  • Review drawings, specifications, programmes and contractual requirements.
  • Develop cost benchmarks, historical cost models and estimating procedures.
  • Manage subcontractor and supplier pricing and validate cost submissions.
  • Identify commercial risks and opportunities and incorporate them into pricing.
  • Lead value-engineering and cost-optimisation initiatives.
  • Monitor contracts, purchase orders, expiry dates, funding and renewal milestones.
  • Ensure all work is supported by valid contractual and commercial authority.
  • Maintain commercial risk registers and conduct regular project reviews.
  • Escalate risks relating to expired contracts, unapproved variations and unrecoverable costs.
  • Support Finance with forecasting, revenue assurance and project reporting.
  • Work closely with Operations, Procurement, Design and senior leadership.
  • Manage and mentor estimating and commercial team members.

  • 12–15 years’ estimating and commercial management experience.
  • Strong experience within data centre or mission-critical construction.
  • Proven experience estimating major projects valued at €50 million or above.
  • Excellent knowledge of CSA and MEP construction packages.
  • Strong understanding of commercial risk, contract administration and purchase order governance.
  • Knowledge of NEC, FIDIC or equivalent contractual frameworks.
  • Experience working across European or international construction markets.
  • Excellent analytical, negotiation and stakeholder-management skills.
  • Proficiency in CostX, Candy, CCS or similar estimating software.
  • Degree in Quantity Surveying, Engineering, Construction Management or a related discipline.
  • RICS, CIOB or equivalent professional membership is desirable.
