The Role
This role would provide ownership, oversight, and expertise across export compliance, international trade requirements, and related global shipping activities.
Export & Trade Compliance Officer would provide a central point of expertise and accountability, ensuring that Harwin maintains compliance with international regulations while supporting efficient global trade operations.
Main Duties and Responsibilities
Export Control Compliance
- Ownership and maintenance of UK Export Control classifications, declarations and licence management.
- Monitoring Export Control Joint Unit (ECJU) notices and regulatory updates.
- Assessment and support for new product and project reviews, including SF-79 submissions.
- Development and delivery of internal training programmes.
- Improved understanding and management of dual-use goods classifications and requirements.
US Export Regulations
- Management and interpretation of ITAR requirements for military-controlled products.
- Support for AUC and AUKUS-related export compliance requirements.
- Ownership of EAR and ECCN classifications for US-controlled products.
- Support for customer enquiries regarding ECCN classifications, including EU ECCN requirements where applicable.

Trade Compliance
- Monitoring and management of international trade sanctions.
- Review and maintenance of Country of Origin data and processes across all Harwin sites, in support of the Supply Chain department.
- Development of consistent procedures within IFS and associated systems.
- Determination of Country of Origin for products manufactured or assembled across multiple locations.
Tariff Classification and Customs Requirements
- Ownership and maintenance of tariff classifications, including:
- UK Commodity Codes
- US Schedule B Codes
- Singapore Tariff Codes
- Regular review of classification updates across all applicable jurisdictions (codes do change and appear or are removed).
- Establishment of a controlled record system for non-UK tariff codes where IFS does not currently support this information.
- Determination of tariff classifications for non-standard shipments such as marketing materials and promotional goods.
- Coordination of tariff calculations, working alongside technical specialists where material composition analysis is required.
Customer and Commercial Support
- Completion and management of customer export compliance declarations and questionnaires.
- Support for distributor trade compliance requirements.
- Review of contractual obligations relating to sanctions screening, restricted party screening, and WMD-related controls.
Shipping and Logistics Support
- In addition to current compliance activities, consideration should be given to incorporating wider international trade responsibilities into the role, including:
- Management of freight forwarder relationships, contracts, and commercial negotiations.
- Support for customs clearance issues and shipment delays.
- Monitoring packaging legislation and environmental shipping requirements in international markets.
- Ownership and guidance relating to Incoterms.
- Support for manual shipping documentation and commercial invoice preparation.
- Coordination between Sales, Logistics, Customer Service, and Manufacturing on export-related matters.

Qualifications
- Degree (or equivalent experience) in International Trade, Business, Law, Supply Chain, Engineering or a related discipline. / Institute of Export & International Trade (IOE&IT) Diploma or Advanced Diploma.
- Relevant UK export control training (ECJU/DBT recognised courses).
- Customs and international trade qualifications.
- Evidence of ongoing professional development in export control and sanctions compliance.
Essential experience
Export Controls
- 5-10+ years managing UK export control compliance.
- Experience obtaining and administering UK export licences (OGELs, SIELs, OIELs as applicable).
- Experience classifying military and dual-use goods.
- Experience interpreting UK Export Control legislation and advising internal stakeholders.
- Experience dealing with ECJU.
US Export Regulations
- Practical experience of:
- ITAR
- EAR
- ECCN classification
- Experience supporting US defence or aerospace customers.
- Understanding of AUKUS and/or AUC export control requirements would be highly desirable.
Customs & Tariff Classification
- Experience assigning:
- UK Commodity Codes
- HS Codes
- Schedule B
- Tariff classifications
- Country of Origin determination.
- Preferential and non-preferential origin.
- Customs documentation.
- Incoterms.
