External Assessor – Qualification Wales (BSE)

Contracted days: As per annual contract / supply of services approximately 30 days across a financial year and as per contractor agreement

Location: Remote in the United Kingdom, with national travel.

About the position

An External Assessor (EA) plays a crucial role in Qualification Wales (QW) delivery of the professional Discussion as part of the BSE Qualification. The EA's primary responsibility is to objectively evaluate whether an apprentice has met the required standards and competencies through assessment of the professional discussion.

The Associate External Assessor is a self-employed role, working on behalf of EAL in the delivery of the Professional Discussion in Wales. This assessment is delivered remotely via a Teams meeting. This role is under IR35.

Key responsibilities of an External Assessor

  • Conducting objective assessments
    • Assessing apprentices against the set apprenticeship guidance.
    • Ensuring evaluations are fair, reliable, and consistent.
  • Reviewing assessment methods
    • Conducting professional discussions.
    • Ensuring assessments are conducted in line with regulatory requirements.
  • Providing unbiased judgments
    • Remaining independent from both the employer and the training provider.
    • Avoiding conflicts of interest to maintain integrity and impartiality.
  • Grading performance
    • Assigning pass, fail, or distinction grades based on the apprentice’s performance.
    • Providing clear, evidence-based justifications for grading decisions.
  • Ensuring compliance with standards
    • Following the Welsh Government (Llywodraeth Cymru) guidelines.
    • Adhering to the assessment guidance set by the EAL.
  • Providing constructive feedback
    • Offering detailed feedback on strengths and areas for improvement.
    • Supporting apprentices' career progression by highlighting skills and competencies.

What skills are required for this role?

  • A background in one of the following occupational areas: Electrotechnical, Plumbing and Heating, Heating and Ventilation (HVAC)
  • Strong subject matter expertise
  • Excellent analytical and decision-making skills
  • Impartial and ethical approach
  • Effective communication and feedback skills
  • Familiarity with Ofqual, QW, Skills England, and other regulatory bodies.

The delivery of External Assessment as part of EAL’s Qualification Wales apprenticeship programme supports customers, employers and education providers through the provision of excellence. This sits at the heart of EAL’s role in the Building Services Sector ensuring learners are occupational skilled, and competent at the end of their apprenticeship.

Limitations

The individual must complete and submit a Conflict-of-Interest declaration form to outline any potential conflicts. EAL will review and put in place measures to mitigate.

Compensation

There is an annual completion payment to be paid on completion of all contracted work. Contracted days will be paid at a fixed rate.
