Job Title: External Transport Manager (ETM) – Part-Time / Freelance
Location: Harlow, Essex (Operating Centre)
Fleet Size: 2 Vehicles (1 x 7.5-tonne rigid, 1 x 18-tonne rigid)
Licence Type: HGV Standard National / International
Hours: Estimated 4–8 hours per week (Flexible, involving regular site visits)
Remuneration: Competitive monthly retainer (Please state your expected rate)
Position Overview:
We are a growing business seeking a qualified, reliable Independent/External Transport Manager (ETM) to maintain and oversee our HGV Operator Licence compliance. Our operating centre is located in Harlow, Essex, and we currently run a small fleet of two vehicles: one 7.5t rigid and one 18t rigid.
The successful candidate will ensure full compliance with the Traffic Commissioner (Eastern Traffic Area) and DVSA regulations, maintaining a genuine, continuous, and effective link with our transport operations.

Key Responsibilities:
- Compliance Management: Maintain our Operator Licence in accordance with all statutory undertakings.
- Maintenance Oversight: Monitor and organize Periodic Maintenance Inspections (PMIs), defect reporting systems, and ensure regular, compliant brake testing schedules.
- Tachograph & Drivers’ Hours: Oversee regular downloads of driver cards (every 28 days) and vehicle units (every 90 days), analyzing data for infringements and missing mileage.
- Record Keeping: Ensure all transport-related documentation, training records, and maintenance files are up-to-date and audit-ready.
- Site Visits: Conduct weekly/bi-weekly site visits to the Harlow yard for physical file audits, driver briefings, and gate checks.
Requirements & Qualifications:
- CPC Qualification: Must hold a valid Certificate of Professional Competence (CPC) in Road Haulage (National or International).
- Legal Capacity: Must have sufficient legal capacity under the Traffic Commissioner’s limits (maximum of 4 operators / 50 vehicles in total across all contracts).
- Proximity: Must reside within a reasonable travelling distance of Harlow, Essex (ideally within a 1-to-2-hour commute) to ensure effective operational control.
- Experience: Proven experience in managing HGV compliance and interfacing with the DVSA/Traffic Commissioner.
