About the Role

Hillingdon Council is looking for an experienced and motivated Facilities Management Manager to lead the delivery of hard and soft Facilities Management services across our corporate buildings.

This is an exciting opportunity to lead a commercially focused service responsible for ensuring our buildings are safe, compliant, efficient and well maintained. You will manage a diverse portfolio of Facilities Management services, overseeing contractors, budgets and improvement programmes while driving value for money and supporting the Council's wider corporate objectives.

You will:

  • Lead the operational delivery of hard and soft Facilities Management services across the Council's corporate estate.
  • Manage Facilities Management staff and contractors, ensuring high standards of performance, compliance and customer service.
  • Oversee the delivery of Facilities Management projects, ensuring they are completed on time, within budget and to the required quality standards.
  • Monitor contractor performance and manage contractual relationships to ensure effective service delivery.
  • Ensure compliance with all statutory, health and safety and corporate requirements across Facilities Management services.
  • Produce reports on project progress, budgets, risks and performance.
  • Develop specifications for works, goods and services and support procurement activity.
  • Work collaboratively with internal teams, consultants and contractors to deliver corporate priorities.
  • Lead initiatives to improve energy efficiency, reduce carbon emissions and support the Council's commitment to becoming carbon neutral by 2030.
  • Carry out energy audits across the Council's highest energy-consuming sites and develop plans to deliver energy savings.
  • Support responses to Member enquiries, complaints, Freedom of Information requests and Ombudsman investigations where required.
  • Contribute to business continuity planning, contract management and continuous service improvement.

About You

We are looking for an experienced Facilities Management professional with strong leadership skills and a proven ability to manage complex operational services and projects.

The ideal candidate will:

  • Have significant experience managing hard and soft Facilities Management services.
  • Have experience managing contractors, suppliers and commercial contracts.
  • Demonstrate strong knowledge of statutory compliance, health and safety legislation and Facilities Management best practice.
  • Have experience managing budgets, financial planning and delivering value for money.
  • Be confident leading projects from planning through to successful completion.
  • Have excellent stakeholder management skills and the ability to build effective working relationships across a wide range of internal and external partners.
  • Be an effective people manager with experience developing high-performing teams.
  • Have excellent organisational, analytical and problem-solving skills.
  • Be confident producing reports, monitoring performance and presenting information to senior stakeholders.
  • Have experience supporting procurement activity and contract management.
  • Be passionate about sustainability, energy efficiency and continuous improvement.
  • Be proactive, commercially aware and committed to delivering excellent customer service.
