Job Purpose
The Facilities and Safety Manager is responsible for ensuring that the Company's workplaces, physical assets, and support services are safe, secure, compliant, well maintained, and fit for purpose. Reporting to the Chief Operating Officer, the role leads the day-to-day delivery of facilities, health and safety, security, housekeeping, fleet, and office-support activities across the Paddington and Westminster locations, and any additional sites brought within scope.
The role combines hands-on operational management with forward planning, risk control, supplier and budget management, emergency preparedness, and continuous improvement. It is also responsible for line-managing the Lead In-house Housekeeper and coordinating external contractors and service providers to deliver a consistently high standard of service to employees, visitors, and senior stakeholders.
Key Accountabilities
Operational Responsibilities
- Take day-to-day ownership of the Company's offices and facilities, ensuring that all working areas, welfare facilities, meeting rooms, common areas, and support spaces are safe, presentable, functional, and ready for use.
- Plan, coordinate, and oversee planned preventive maintenance and reactive repairs for building systems and equipment, including heating, ventilation and air conditioning, electrical systems, plumbing, lighting, lifts, alarms, fire-safety systems, and other critical infrastructure.
- Act as the principal point of contact for facilities issues, prioritizing requests, coordinating appropriate responses, and minimizing disruption to business operations.
- Manage the delivery and quality of cleaning, housekeeping, waste and recycling, pest control, hygiene, consumables, office supplies, postal and courier services, and other workplace-support services.
- Oversee office moves, workstation and furniture requirements, space planning, meeting-room readiness, and logistical arrangements for business events or senior-management activities.
- Maintain effective site-security arrangements, including access-control systems, keys and passes, visitor procedures, CCTV, alarms, incident response, and liaison with security personnel or contracted providers.
- Conduct regular site inspections and coordinate remedial actions arising from maintenance, safety, security, or housekeeping observations.
- Lead the operational response to facilities, safety, and security incidents, including out-of-hours emergencies where required, ensuring appropriate escalation, communication, and follow-up.
- Coordinate emergency preparedness arrangements, including evacuation procedures, drills, incident-response plans, and business-continuity measures relating to the physical workplace.
- Manage the Company's vehicle fleet, including vehicle allocation, servicing, MOTs, insurance, maintenance, usage records, fuel or mileage arrangements, tracking systems, and associated budgets.
- Coordinate travel arrangements and other practical or logistical support for employees and senior management when required by the business.
Stakeholder Responsibilities
- Build a close and effective working relationship with the Chief Operating Officer, providing practical advice, timely escalation, and clear recommendations on facilities, safety, security, and workplace matters.
- Partner with HR, Finance, IT, Operations, and other internal teams on matters including onboarding and offboarding, access requirements, office changes, employee welfare, procurement, budgets, data protection, and business continuity.
- Provide responsive and professional support to employees, visitors, and senior stakeholders, balancing service requirements with safety, security, cost, and operational priorities.
- Manage relationships with landlords, managing agents, building-management teams, contractors, insurers, suppliers, and professional advisers.
- Liaise with emergency services, local authorities, enforcement bodies, and other external stakeholders where required in connection with incidents, inspections, drills, or compliance matters.
- Communicate planned works, service interruptions, safety information, and changes to workplace arrangements clearly and in good time.

Commercial / Budget Responsibilities
- Prepare, manage, and monitor facilities, maintenance, security, housekeeping, and fleet budgets, including operating expenditure and planned capital requirements.
- Track expenditure against budget, maintain accurate forecasts, investigate variances, and provide timely updates to the Chief Operating Officer and Finance.
- Lead or support procurement exercises, supplier selection, tendering, contract negotiation, and renewal activity, ensuring appropriate quality, value, service resilience, and commercial terms.
- Review supplier performance against agreed service levels, challenge underperformance, and implement corrective actions or alternative arrangements when required.
- Validate invoices and charges, confirm that works and services have been delivered as agreed, and maintain appropriate approval and audit records.
- Develop proportionate business cases for repairs, improvements, replacement equipment, security upgrades, and workplace projects.
- Identify opportunities to improve efficiency, reduce avoidable cost, extend asset life, and strengthen environmental sustainability without compromising safety or service quality.
Administrative, Compliance, and Reporting Responsibilities
- Maintain an effective facilities, health and safety, and security compliance framework, ensuring that required inspections, servicing, assessments, and remedial actions are completed within the appropriate timescales.
- Coordinate workplace risk assessments, fire-risk actions, contractor controls, permits to work, and relevant compliance arrangements relating to areas such as water hygiene, electrical safety, gas safety, lifting equipment, asbestos, COSHH, and first-aid or emergency provisions, as applicable to each site.
- Maintain accurate and current records, including asset registers, maintenance schedules, service certificates, warranties, contractor documentation, site plans, access records, key registers, and equipment inventories.
- Record, investigate, and follow up accidents, incidents, near misses, security breaches, and facilities failures, ensuring appropriate escalation and supporting any statutory reporting requirements.
- Maintain security and CCTV procedures and records in a manner consistent with Company policy and applicable data-protection requirements.
- Draft, review, and maintain relevant policies, procedures, standard operating instructions, emergency plans, and site guidance.
- Prepare clear and concise management information and reports covering compliance status, open risks, incidents, maintenance activity, supplier performance, budget position, projects, and service improvements.
- Maintain an auditable action log and ensure that agreed corrective actions are assigned, tracked, and closed.
- Keep professional knowledge current and recommend improvements arising from changes in legislation, technology, industry practice, or organizational requirements.
Person Specification
Essential Criteria
- Substantial practical experience in facilities management, workplace operations, health and safety, and/or security within a professional, corporate, hospitality, or comparable environment.
- Demonstrable experience of managing planned and reactive maintenance, building services, and workplace-support operations.
- Previous line-management experience.
- Strong experience of managing external contractors, suppliers, service agreements, and service-level expectations.
- Experience of budget management, cost control, invoice validation, procurement, and commercial negotiation.
- Experience of carrying out site inspections, coordinating risk assessments, and managing incident or emergency responses.
- Experience of producing clear management reports, maintaining compliance records, and tracking remedial actions to completion.

Essential Knowledge and Qualifications
- A current and valid SIA Close Protection licence.
- Good working knowledge of workplace health and safety, fire safety, contractor management, and security principles relevant to an office or mixed-use environment.
- Sound understanding of building systems, maintenance requirements, access control, CCTV, alarms, and emergency procedures.
- Competence in the use of Microsoft Office and relevant facilities or security systems, such as Webfleet, access-control platforms, CCTV systems, and maintenance-management tools.

- A recognized facilities-management qualification, such as IWFM, CFM, or FMP.
- A recognized health and safety qualification, such as IOSH Managing Safely or a NEBOSH certificate.
- A relevant security qualification, such as CPP or PSP.
- Experience of multi-site facilities management, fleet management, office moves, refurbishment projects, or business-continuity planning.
Additional Requirements
- Ability to undertake regular site inspections and to respond personally to facilities, safety, or security issues when necessary.
- Willingness to provide reasonable out-of-hours or on-call support for emergencies and significant incidents.
- Ability to travel between the Paddington and Westminster locations and, where required, to other Company premises.
