Finance Analyst
We are currently looking for a Finance Analyst to join our Finance Function within the Corporate group.
This is a full-time opportunity, on a permanent basis. The role will be based in 10 South Colonnade, Canary Wharf London, E14 4PU.
Government departments and agencies are working towards implementing a minimum 60% attendance in office sites.
We are currently implementing a flexible, hybrid way of working, with a minimum of 8 days per month working on site to enable the collaboration and contact with partners and stakeholders needed to deliver MHRA business. Attendance on site is driven by business needs so depending on the nature of the role, this can flex up to 12 days a month, with the remainder of time worked either remotely or in the office. Some roles will need to be on site more regularly.

The Finance Division plays a central role in enabling the MHRA to deliver its mission to protect and improve public health. As part of the wider Government Finance Function, we make sure that public money is spent wisely, that our activities are affordable and sustainable, and that our decisions are grounded in robust financial insight.
We support the Accounting Officer and Executive Committee in meeting their responsibilities to Parliament and the public, including through high-quality financial planning, reporting and stewardship.
The function is structured in line with the Government Finance profession model, covering strategic finance, finance business partnering, planning and performance, financial operations and financial control. Across these areas we are responsible for activities such as budgeting, forecasting, agency fee setting, management information, financial analysis, financial accounting, and the billing and collection of income due to the Agency. We work closely with colleagues across science, regulation, enforcement and corporate services to ensure that plans are affordable, risks are understood and managed, and that we meet HM Treasury and accounting requirements.

We are strengthening our systems, data and capabilities so that we can provide clearer insight on cost, performance and value for money, and support the Agency’s policy and investment choices.
Colleagues in the team are part of the cross-government finance community, with access to Civil Service learning, professional qualifications and a strong focus on continuous improvement and collaboration.
The Strategic Finance team plays a central role in supporting organisational decision-making by providing high-quality financial insight, planning and reporting. It ensures robust oversight of budgets, income and expenditure, and supports the financial management of key programmes, including grant-funded activity. The team works closely with stakeholders across the Agency to ensure financial sustainability and enable delivery of strategic priorities.

What’s the role?
This role supports the delivery of accurate and timely financial reporting for grant-funded projects, ensuring compliance with internal processes and external funder requirements. It plays a key role in supporting project financial management, working closely with stakeholders across finance and project teams. The role offers a strong development opportunity within a complex and high-profile public sector environment.
Key responsibilities:
- Produce accurate and timely financial reports for grant-funded projects, ensuring compliance with funder requirements and internal standards.
- Support month-end processes, including preparation of journals, accruals and project-related financial adjustments.
- Provide financial information and analysis to project managers and budget holders, supporting effective budget monitoring and decision-making.
- Maintain and manage project financial data within Oracle Fusion (or equivalent), including project setup, invoicing and closure processes.
Who are we looking for?
Our successful candidate will have the following:
- Experience of financial reporting, budget monitoring or project finance activities.
- Ability to work with stakeholders to provide financial information and resolve queries effectively.
- Strong organisational skills with the ability to manage multiple priorities and meet deadlines.
- Working towards (or holding) a professional accounting qualification (e.g. AAT, ACCA, CIMA, CIPFA).
- Experience of using finance systems (e.g. Oracle Fusion) and understanding of core accounting processes.

- Working towards a professional accounting qualification (AAT, CIPFA, ACCA, CIMA or equivalent) or relevant financial experience. (A)
- Experience using Oracle Fusion or a similar finance/ERP system to process or support project finance activities, such as journals, invoices, or project setup. (A)
